# Archivists and records officers in Indonesia: duties, requirements, grades and pay

## What does an archivist in Indonesia do?

An archivist manages records from creation until they are destroyed or handed over for permanent keeping. Under PermenPANRB 48/2014 Article 8, an archivist's core duties are managing current records, managing permanent archives, archival guidance, and processing and presenting archives as information. Typical outputs include lists of active and inactive records, lists of vital records, digitised records and lists of destroyed records.

- Register incoming and outgoing letters and documents according to the records classification.
- File active records so that departments can find them again easily.
- Arrange inactive records in the records centre and compile lists of inactive records.
- Apply the retention schedule: transfer records, propose disposal or hand over permanent records.
- Convert and digitise records while keeping them authentic.
- Handle requests to borrow records and protect access to confidential records.
- Protect physical records from damage, pests, humidity and disasters.
- Compile lists of vital records and records management reports.

## How do you become a government archivist in Indonesia?

The requirements depend on the route. In government, an archivist is a civil servant in a functional post; PermenPANRB 1/2023 Article 13 requires at least a bachelor's or D4 for expert levels and senior high school for skill levels, in line with what the agency needs. BPKP's 2024 Arsiparis Terampil posts, for example, asked for a D-III. In the private sector, the company sets the requirements.

## What does a typical archivist job description look like?

Archivist or records officer ads usually name the kinds of records handled, the electronic records system used, the accepted education and any digitisation work. BPKP's 2024 Arsiparis Terampil post described the work as records administration, records management, conservation and archival services. We wrote the description below ourselves from common patterns in ads and civil service posts; it is not a vacancy from any agency or company.

## How much does an archivist earn in Indonesia?

For civil service archivists, the table below shows official PP 5/2024 base pay for two tracks: the skill track (grades II/b to III/d) and the early expert track (grades III/a to III/d), following the grade mapping in PermenPANRB 1/2023; allowances are not included. For private-sector records staff, KarirAman does not yet have data that meets our standards; the floor is the local minimum wage under PP 36/2021.

## What education leads to a career as an archivist?

The most direct route is a diploma in archives, such as the D-III in archives accepted for BPKP's 2024 CPNS posts. Law 43/2009 also recognises competence from archival education and training, and the same posts accepted other fields such as office administration and information systems. The archives competency standard in Minister of Manpower Decree 39/2019 can guide study and certification through BNSP-licensed bodies.

## What are the levels of the civil service archivist post?

The archivist functional post has two categories. The skill category has the levels Arsiparis Terampil, Mahir and Penyelia, and the expert category has Ahli Pertama, Ahli Muda, Ahli Madya and Ahli Utama (PermenPANRB 48/2014 as amended by PermenPANRB 13/2016). The post exists in state institutions, regional governments, village governments and state universities. The Annex to PermenPANRB 1/2023 maps each level to particular grades.

## What is a records retention schedule (JRA) and why does it matter?

A records retention schedule (JRA) lists how long each type of record is kept and whether it is then destroyed, reviewed or kept permanently (Law 43/2009 Article 1). Article 48 requires state institutions, regional governments, state universities and state- and region-owned enterprises to have one. Archivists use it to transfer inactive records, destroy records by the proper procedure and hand over permanent archives.

## What does a records officer do in a private company?

In a private company, a records officer manages company documents under Law 8/1997 on Company Documents. Article 11 requires records and bookkeeping evidence to be kept for 10 years, while other documents follow a retention schedule set by company management. Article 12 allows conversion to microfilm or other media, but originals that still have legal significance must be kept.

## What is the life cycle of the records an archivist manages?

Records follow a life cycle from creation to disposal or permanent keeping. We put together this overview from the definitions and duties in Law 43/2009.

1. **Creation and registration.** Letters and documents are created or received, then recorded under the records classification.
2. **Active records.** Frequently used records are filed in the department that uses them so they are easy to find.
3. **Inactive records.** When use declines, records move to the records centre and are arranged there.
4. **Disposal.** Under the retention schedule, records whose period has ended and that have no further use are destroyed by the proper procedure; records of permanent value are handed over to the archives institution as permanent archives.
5. **Vital records.** Records essential to keep operations running are specially protected and backed up.

## How should I prepare before applying for an archivist post?

- Check that the field on your diploma is listed in the post's qualifications. Each agency's list differs.
- Learn the basics from the archives competency standard (SKKNI Kearsipan) and practise spreadsheets and electronic records systems.
- Apply only through SSCASN or the company's official careers site, and never pay anyone who promises a pass.

Interview questions for archivist jobs often cover the office software you use, accuracy with data, handling many requests at once, and keeping documents confidential. **Which office software do you know well, and what do you use it for?**

**Why they ask:** Most administrative work uses spreadsheets, word processing and e-mail every day.

**How to answer:** Name the software and the real tasks you did with it, such as data summaries, letters or reports. Be honest about your level and offer a short test if useful.

**How do you make sure the data you enter is correct?**

**Why they ask:** One data error can upset payments, stock or schedules.

**How to answer:** Explain your habits: matching against the source document, using a checklist or simple formulas, and checking again before sending. Give one example of an error you caught.

**How to answer:** Say what the report was, how often you made it, the tools you used, who relied on it and any improvement you suggested.

- **Tell me about yourself.** Answer in about a minute: where you are now in work or study, two experiences that matter for this job, then why you applied. Personal matters such as family status are not needed.
- **Why did you apply to this company?** Mention one or two real things you learned from the company's official website, such as its business or services, and link them to your skills.
- **Why are you interested in this role?** Pick two tasks from the job advert, describe similar things you have done, and say which part you most want to grow in.
- **What are your strengths?** Name one or two strengths and give short proof: the situation, what you did and the result.
- **What is your weakness?** Choose a real weakness that is not central to the job, then explain what you are doing to improve it.
- **Tell me about a problem at work or school that you solved.** Use the STAR pattern: Situation, Task, Action, Result. Focus on what you yourself did and what you learned.
- **How do you work in a team, including when people disagree?** Give a real example of listening, explaining your view politely and finding a solution everyone accepted.
- **How do you handle pressure or tight deadlines?** Explain how you set priorities, such as a task list or checking with your supervisor, and give one example of the outcome.
- **Where do you see yourself in two or three years?** Mention the skills you want to master and the responsibility you hope to take on, without promising things you cannot know.
- **What salary do you expect?** First research the pay range for the role and the local minimum wage where you would work. Give a range, then ask whether the figure is gross or net and which allowances apply.
- **When can you start?** Give a realistic date. If you are still employed, mention the notice period in your current contract so you do not break it.
- **Do you have any questions for us?** Ask about the contract type, working hours, base pay and allowances, the next selection step and when results are announced. Ask for the offer in writing.

## What scams target archivist applicants?

The most damaging scams offer special routes into CPNS, PPPK or state-owned enterprise jobs for money, or honorary posts with a promise of later appointment as a civil servant. BKN states that civil service selection stages are open and free, and that both givers and takers of money can face criminal charges. ## Where can I find official archivist vacancies?

Civil service (PNS and PPPK) archivist posts are announced on SSCASN, the portal of the National Civil Service Agency (BKN), and on the official site of the agency that opens them. BKN reminds applicants that official CPNS information comes only through government channels and SSCASN, and fake posters use links outside official domains. **What is the difference between an archivist and an administrative assistant?**

An administrative assistant handles a department's daily letters, data and documents. An archivist manages the whole life of records: filing active records, arranging inactive records, disposing of records under the retention schedule, digitising, and transferring permanent records. In government, archivist is a civil service functional post with its own levels under PermenPANRB 48/2014, whereas administrative staff usually hold general posts.

**Do archivists in Indonesia need a degree in archives?**

Not always. Law 43/2009 says archival competence can come from formal education and/or archival training. BPKP's 2024 Arsiparis Terampil posts accepted a D-III in archives but also D-III degrees in information systems, information technology, management, office administration and public administration. Civil servants moving into the archivist post from another post must take and pass a competency test and have at least two years of experience in the field (PermenPANRB 1/2023 Article 16).

**Can old records simply be destroyed?**

No. Law 43/2009 Article 51 allows destruction only of records that have no further use, whose retention period has ended with a 'destroy' note in the retention schedule, whose destruction no law forbids, and that are not linked to a legal case. Destruction must follow the proper procedure, and Article 52 bars institutions covered by the law from destroying records without it.

**How long must Indonesian companies keep financial records?**

Law 8/1997 on Company Documents, Article 11(1), requires records, bookkeeping evidence and supporting financial administration data to be kept for 10 years from the end of the financial year. For other documents, the period depends on their use value and is set in a retention schedule decided by company management. Private records officers usually draft and run that schedule.

**Is there a competency standard for records officers?**

Yes. The national competency standard for archives (SKKNI Kearsipan) was set by Minister of Manpower Decree 39/2019 and contains more than 160 units, such as drafting official correspondence and filing active records. Competency certification is run by BNSP through licensed professional certification bodies (LSP), and certificates can be checked on the BNSP website. Make sure the LSP is licensed and the scheme fits before paying an assessment fee.
