# Civil and site engineers in Indonesia: duties, SKK, STRI, pay and applying safely

## What does a civil engineer do on a construction project in Indonesia?

Civil engineers turn drawings and specifications into safe structures: they plan work methods, supervise foundations and structures, measure quantities, check material quality and report progress. At contractors the role is called site engineer or site supervisor (pelaksana lapangan); at consultancies it is supervision or structural design. The national civil engineering competency standard (Decree 141/2018) covers planning, design and project management units. To work on construction-services projects, a civil engineer must hold an SKK construction certificate for their level.

- Supervising foundations, concrete and steel structures, roads or drainage so they match drawings and quality standards.
- Measuring quantities, preparing the bill of quantities (BoQ) and cost estimate (RAB), and checking progress claims.
- Checking materials and test results, such as concrete or soil tests, before work continues.
- Writing daily, weekly and monthly reports with progress photos.
- Coordinating with foremen, subcontractors, supervision consultants and the project owner.
- Carrying out the construction safety plan with the site safety officer.
- At design consultancies: structural or geotechnical calculations and drawings prepared with drafters.

## What do you need to work as a civil or site engineer in Indonesia?

The main requirements are a civil engineering education and a construction SKK. Law 2/2017 Article 70 requires every construction worker to hold a work competency certificate, earned through a competency test by a professional certification body and registered by the government. Under Law 6/2023, a worker without an SKK can be removed from the workplace. Engineers holding the Ir. title who practise engineering must also hold an STRI from PII (Law 11/2014 Article 10).

## What does a typical civil engineer job description look like?

Civil engineer adverts in Indonesia usually state the project type (buildings, roads, bridges or water), the post (site engineer, supervisor, estimator), the posting location, the software used and the SKK level required. - An S1, D4 or D3 in civil engineering; site supervisor posts sometimes accept experienced building vocational (SMK) graduates.
- A construction SKK matching the job, or willingness to take the competency test.
- AutoCAD, spreadsheets and structural analysis software, depending on the post.
- Willingness to be posted to project sites, including other cities or remote areas.
- Knowledge of construction safety and the ability to write technical reports.
- Experience on similar projects for senior posts; many companies also run graduate programmes.

## How much does a civil engineer earn in Indonesia?

KarirAman does not show a civil engineer pay figure yet because no data meets our standard: verified vacancies with a large enough sample, licensed data or an official pay scale. The floor is clear: Government Regulation 36/2021 Articles 23 and 24 bar employers from paying below the minimum wage for workers with less than one year of service. Project and location allowances differ between companies, so ask for them in writing.

## Which education routes lead to civil engineering work?

The usual route is an S1 or D4 in civil engineering, or a D3 for technician and site supervisor posts. New D4 or S1 graduates can take the level 7 SKK test for freshgraduate jobs under Directorate General of Construction Decree 114/KPTS/Dk/2024. The Ir. title comes through the Engineer Professional Programme under Law 11/2014 Articles 7 and 9, and an STRI from PII is then required for engineering practice.

## Can Indonesian civil engineers work abroad?

Yes, mainly through skilled-worker routes. In Japan, the Engineer/Specialist in Humanities/International Services status (Gijinkoku) requires a university degree in a related subject or at least ten years of practical experience, and pay at least equal to a Japanese worker doing the same job. Check vacancies against the official SISKOP2MI list and refuse individual recruiters: Law 18/2017 Article 69 bars individuals from placing migrant workers.

## What do SKK levels 7, 8 and 9 mean for civil engineers?

Law 2/2017 Article 68 divides construction workers into operators, technicians or analysts, and experts, each with levels. In Directorate General of Construction Decree 114/KPTS/Dk/2024, junior expert jobs sit at level 7, intermediate expert jobs at level 8 and senior expert jobs at level 9. The building site supervisor job (Pelaksana Lapangan Pekerjaan Gedung) is a technician or analyst post at levels 4 to 6, so the SKK an advert asks for depends on the job.

## Which contract and pay rights should you check before working on an Indonesian construction project?

Construction contract rights should be in writing from the start, because projects often use project-based contracts and subcontractors. A fixed-term contract (PKWT) must be written (Law 13/2003 Article 57 as amended by Law 6/2023) and may not include probation (Government Regulation 35/2021 Article 12). At its end, workers with at least one month of service get compensation pay (Article 15). Government Regulation 36/2021 requires a detailed payslip (Article 53) and pay at least once a month (Article 55).

**Legal status:** the Labour Protection Law was approved by the DPR and the Government on 6 October 2026 but has not been promulgated and its text is not public. Until it takes effect, the rules on this page apply.

## What is the difference between a site engineer, a quantity surveyor and an estimator?

A site engineer runs work on site, while quantity surveyors and estimators handle cost: measuring quantities from drawings, analysing unit rates, preparing the BoQ and cost estimate, and checking contract values and claims. The national Construction Cost Estimator standard (Decree 51/2022) includes units on calculating quantities and unit prices. Directorate General of Construction Decree 114/KPTS/Dk/2024 lists junior, intermediate and senior expert quantity surveyors at levels 7, 8 and 9, and cost estimators as technician or analyst posts at levels 5 and 6.

## What else should you check before starting work on a construction project?

Besides the contract and payslip, check these three things from day one:

2. **Safety.** Public Works Regulation 10/2021 Article 2 requires every construction client and provider to apply the Construction Safety Management System (SMKK). Law 1/1970 Article 14(c) requires protective equipment to be provided free of charge.
3. **Your originals stay with you.** Hand over copies of your diploma and SKK, never the originals.

## How do you apply for construction project jobs safely?

1. Find the same vacancy on the company's official careers site, the SOE careers directory or Karirhub.
2. Check the company name on AHU and make sure the recruiter writes from a company email domain.
3. Look up your own SKK on the LPJK website so your job title and level are correct before you apply.
4. Refuse any request for money for training, uniforms, medical tests or "facilitation".
5. Never lend your SKK or diploma for the papers of a company you do not work for.

**Why they ask:** Misreading a drawing can mean rework and high costs.

**How to answer:** Describe checking dimensions and materials, asking the supervisor about anything unclear and recording changes on site.

- **Tell me about yourself.** Answer in about a minute: where you are now in work or study, two experiences that matter for this job, then why you applied. Personal matters such as family status are not needed.
- **Why did you apply to this company?** Mention one or two real things you learned from the company's official website, such as its business or services, and link them to your skills.
- **Why are you interested in this role?** Pick two tasks from the job advert, describe similar things you have done, and say which part you most want to grow in.
- **What are your strengths?** Name one or two strengths and give short proof: the situation, what you did and the result.
- **What is your weakness?** Choose a real weakness that is not central to the job, then explain what you are doing to improve it.
- **Tell me about a problem at work or school that you solved.** Use the STAR pattern: Situation, Task, Action, Result. Focus on what you yourself did and what you learned.
- **How do you work in a team, including when people disagree?** Give a real example of listening, explaining your view politely and finding a solution everyone accepted.
- **How do you handle pressure or tight deadlines?** Explain how you set priorities, such as a task list or checking with your supervisor, and give one example of the outcome.
- **Where do you see yourself in two or three years?** Mention the skills you want to master and the responsibility you hope to take on, without promising things you cannot know.
- **What salary do you expect?** First research the pay range for the role and the local minimum wage where you would work. Give a range, then ask whether the figure is gross or net and which allowances apply.
- **When can you start?** Give a realistic date. If you are still employed, mention the notice period in your current contract so you do not break it.
