# Dental assistants and dental therapists in Indonesia: duties, rules, pay, safe applying

- A dental assistant without an STR counts as health support staff: they work under supervision and may not treat patients on their own.
- To become a dental therapist you need at least a three-year diploma, a pass in the competency exam and then an STR.
- Probation is allowed only for permanent staff, for at most three months, with pay not below the minimum wage, except in micro and small businesses (Article 36).

## What do dental assistants and dental therapists do in Indonesia?

A dental assistant supports the dentist at the chair: preparing the patient and instruments, passing instruments, using suction, sterilising equipment, and handling registration and appointments. A dental therapist (terapis gigi dan mulut) is a registered health worker who provides oral and dental health care within their competence. Law 17/2023 Article 199(10) places dental therapists in the medical technical staff group of health workers.

- Prepare the surgery, dental chair, materials and instruments before patients arrive.
- Assist the dentist at the chair: pass instruments, use suction and adjust the light.
- Clean, pack and sterilise instruments following infection-control procedures.
- Register patients, manage appointments and record visit details.

- Manage stocks of materials and single-use items.
- For registered dental therapists: provide oral and dental health care within the competence recorded in the STR.
- Help with dental health education in schools, posyandu or health centres.

## What do you need to become a dental assistant or dental therapist in Indonesia?

A dental assistant without an STR holds no professional licence; vacancies usually ask for a health vocational school (SMK), senior high school or D3 qualification. A dental therapist must hold an STR (Law 17/2023 Article 260) and an SIP, because the SIP is required for health workers who serve patients directly (elucidation of Article 263(1); Ministry of Health Regulation 13/2025 Article 173(2)). The regency or city issues the SIP, which covers one place of practice.

## What does a typical dental assistant job description look like?

Dental assistant vacancies in Indonesia usually ask for an SMK health, senior high school or D3 dental health graduate who is careful, keeps instruments clean and sterile, and is willing to work shifts including weekends. ## How much does a dental assistant or dental therapist earn in Indonesia?

The table below shows the pay range in Jobstreet ads for dental assistants, read in October 2026 and not an official average, and official civil-service base pay under Government Regulation 5/2024 for dental therapists who are civil servants. KarirAman has no verified vacancy data yet. Government Regulation 36/2021 bars pay below the minimum wage for workers with less than one year of service, except in micro and small businesses, which set pay by agreement (Article 36).

## How do you move from dental assistant to dental therapist?

The route is a D3 in dental health or a D4 in dental therapy, a pass in the national competency exam, and then an STR. Law 17/2023 Article 210(2) sets a three-year diploma as the minimum for health workers, so assistant experience or an SMK certificate alone is not enough. PermenPANRB 37/2019 names D3 qualifications in dental nursing, dental health or dental therapy for the skilled dental therapist civil-service post.

## What may an assistant without an STR do, and what not?

An assistant without an STR counts as health support staff under Government Regulation 28/2024 Article 1(52): a person who is not a medical or health worker. Ministry of Health Regulation 13/2025 Article 133 says support staff work alongside or under the supervision of health workers and need training suited to the job. Preparing instruments, sterilising, administration and front-desk work are support work, while treating a patient's teeth is a health worker's practice.

## Is a dental nurse (perawat gigi) the same as a dental therapist?

Yes, perawat gigi is the old name for the profession. Ministry of Health Regulation 58/2012 on dental nurses was revoked by Regulation 20/2016 on dental therapists' practice, and PermenPANRB 37/2019 replaced the Dental Nurse civil-service post with Dental Therapist. Regulation 20/2016 has itself now been revoked by Regulation 13/2025. If an ad still says perawat gigi, ask whether the post needs an STR or is an assistant role.

## What are the rules on probation, contracts and diplomas for dental assistants?

Probation is allowed only for permanent staff (PKWTT), for at most three months, and pay during it may not be below the minimum wage under Law 13/2003 Article 60, except in micro and small businesses (Government Regulation 36/2021 Article 36). A fixed-term contract (PKWT) may not include probation; if it does, that probation is void (Law 6/2023). Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from holding original diplomas and personal documents as a guarantee. Get the agreement in writing.

**Legal status:** the Labour Protection Law was approved by the DPR and the Government on 6 October 2026 but has not been promulgated and its text is not public. Until it takes effect, the rules on this page apply.

## How should you check a dental clinic before accepting a job?

1. Make sure a dentist actually practises there and, for an independent practice, that STR and SIP numbers are displayed.
2. Ask for your duties in writing. If any involve treating patients' teeth, ask which registered health worker carries them out.
3. Ask for a written employment agreement that states your employment status, pay, hours and any probation period.
4. Hand over copies of your diploma and certificates; originals only need to be shown.
5. Refuse any request for money for training, uniforms or certificates before a contract.
6. For training that uses the Ministry of Health name, check its official website and social media first.

## What should you do if a clinic tells you to carry out clinical work?

Refuse politely and explain that you do not have an STR. Write down the date, the instruction and who gave it. If the pressure continues or you are threatened with dismissal, you can complain to the local manpower office (Disnaker) or the Ministry of Manpower complaints service. Patients harmed by someone without an STR can also report to the police, because Law 17/2023 Article 439 makes it a criminal offence for someone who is not a health worker to practise as one.

**Can a dental assistant clean tartar or fill teeth in Indonesia?**

Not without an STR. Ministry of Health Regulation 13/2025 Article 174 says a health worker's authority follows the competence recorded in their STR. Law 17/2023 Article 312 bars practising as a health worker without an STR, and Article 439 makes it a criminal offence for someone who is not a health worker to practise as one. If a clinic tells you to do it, refuse and keep a record.

**Can a health vocational school (SMK) graduate become a dental therapist?**

Not straight away. Law 17/2023 Article 210(2) sets a three-year diploma as the minimum education for health workers, and Article 213 requires a national competency exam before graduation. SMK health graduates can work as assistants or support staff in a clinic, then study for a D3 in dental health or a D4 in dental therapy if they want to become health workers.

**Can a clinic pay me nothing during a training period?**

No. Probation is allowed only in a permanent (PKWTT) contract, for at most three months, and pay during it may not be below the minimum wage (Law 13/2003 Article 60), except in micro and small businesses, which set pay by agreement (Government Regulation 36/2021 Article 36).
