# Document controllers in Indonesia: duties, requirements, degrees, pay and applying safely

## What does a document controller do?

A document controller makes sure everyone on a project or in a company uses the right, latest documents. The work covers document numbering, recording revisions, sending documents by transmittal, issuing approved documents, withdrawing old versions and storing files in an EDMS. ISO/TC 176 guidance for ISO 9001:2015 says all documented information in a quality management system must be controlled under clause 7.5.

- Assign document numbers and revision codes following the company's or project's numbering procedure.
- Register new documents and drawings in the document register or EDMS with their revision status.
- Send and receive documents by transmittal, and record acknowledgements and response deadlines.
- Issue approved documents and withdraw or mark old versions so they are not used.
- Track comments and approval status on vendor or subcontractor documents.
- Prepare lists of controlled documents for ISO 9001 quality audits or client audits.
- Move inactive documents to the records unit according to the company's retention schedule.

## What do you need to become a document controller in Indonesia?

Document control is not a licensed profession. Many vacancies mention a diploma or degree, for example engineering for EPC, construction and oil and gas projects, or administration for offices and factories, plus accuracy, spreadsheets and technical English; check the ad you apply to. Your original diploma must not be held as security: Minister of Manpower Circular M/5/HK.04.00/V/2025 bans employers from holding workers' diplomas and personal documents.

## What does a typical document controller job description look like?

Document controller ads usually name the type of project or industry, the EDMS used, the kinds of documents handled (technical drawings, procedures, vendor documents) and the level of English needed. The description below is written by us from common ad patterns, not a vacancy from any company. Age, appearance or being single must not be requirements unless there is a genuine job-related reason.

- Many vacancies mention a diploma or degree in engineering or administration; some accept experienced SMK graduates. Check the ad.

- Basic understanding of the ISO 9001 quality management system is a plus.

## How much does a document controller earn in Indonesia?

KarirAman does not yet have document controller pay data that meets our standards; the table below shows only a BPS group reference and the minimum wage. Government Regulation 36/2021 as amended by GR 51/2023 bans pay below the minimum wage (Article 23(3)), and the minimum wage applies to workers with less than one year of service (Article 24(1)). For project posts, ask in writing about base pay, project allowance, overtime and contract length before you sign.

## What education leads to a document controller job?

Common routes are a diploma or degree in engineering, business administration or records management, then learning numbering and revision systems on the job. As references, the national records standard (SKKNI Kearsipan, Manpower Ministerial Decree 39/2019) includes filing active records, and the construction management standard (Decree 390/2015) puts project document control in its construction control units. Tests are run by BNSP-licensed certification bodies.

## What is a document controller's role in ISO 9001?

Document controllers look after the ISO 9001 quality system documents in certified companies. According to the ISO/TC 176/SC 2 committee, ISO 9001:2026 was published on 16 September 2026, and organisations certified to ISO 9001:2015 have until 30 September 2029 to complete their transition. The committee's guidance for the 2015 edition says all documented information is controlled under clause 7.5, and that ISO 9001 asks for a documented quality system, not a system of documents. Ask which edition your employer uses.

## Which documents does a document controller control in a quality system?

ISO/TC 176 guidance for ISO 9001:2015 splits them into two groups. Maintained documents include procedures, work instructions, specifications, quality plans, approved supplier lists and forms. Retained records, kept as evidence, include internal audit results, management reviews, evidence of staff competence, and nonconformities with the action taken. ## What contracts do document controllers on projects usually get?

On EPC and construction projects, document controllers are often hired per project on a fixed-term contract (PKWT) tied to completing the job. Article 9 of Government Regulation 35/2021 requires the contract to state when the work counts as finished; the PKWT ends by law if the work finishes early and is extended if it is not finished. Article 12 bans probation in a PKWT, and Article 15 requires compensation money when it ends.

**Legal status:** the Labour Protection Law was approved by the DPR and the Government on 6 October 2026 but has not been promulgated and its text is not public. Until it takes effect, the rules on this page apply.

## Which terms do document controllers use most?

Document control is full of technical terms, many of them in English even in Indonesian workplaces. We wrote the list below as a general explanation; each company or project may use its own codes and procedures.

| Revision | A changed version of a document, marked with a revision code so the latest version is easy to spot |
| Controlled document | A document whose issue, changes and distribution are recorded so that obsolete versions can be withdrawn |
| EDMS | An electronic system for storing, finding and tracking the status of documents |
| Document register | The master list of every document's number, title, revision and status |
| Vendor document | A supplier's drawing, specification or certificate that must be reviewed and approved |

## What is the career path for a document controller?

Document controllers usually start as document staff or document admins, then move up to senior document controller, coordinator or lead, setting the document procedures and systems for a whole project. Another path is quality assurance, for example QA documentation staff or internal quality system auditor, since both work with the same documented information. Experience with an EDMS and with technical documents in English opens doors to bigger projects. **Which office software do you know well, and what do you use it for?**

**Why they ask:** Most administrative work uses spreadsheets, word processing and e-mail every day.

**How to answer:** Name the software and the real tasks you did with it, such as data summaries, letters or reports. Be honest about your level and offer a short test if useful.

**How do you make sure the data you enter is correct?**

**Why they ask:** One data error can upset payments, stock or schedules.

**How to answer:** Explain your habits: matching against the source document, using a checklist or simple formulas, and checking again before sending. Give one example of an error you caught.

**How to answer:** Give concrete steps: opening data only when needed, locking your screen, never sending work documents through personal chat, and following company rules on storing files.

**Why they ask:** Regular reports show care and consistency.

**How to answer:** Say what the report was, how often you made it, the tools you used, who relied on it and any improvement you suggested.

- **Tell me about yourself.** Answer in about a minute: where you are now in work or study, two experiences that matter for this job, then why you applied. Personal matters such as family status are not needed.
- **Why did you apply to this company?** Mention one or two real things you learned from the company's official website, such as its business or services, and link them to your skills.
- **Why are you interested in this role?** Pick two tasks from the job advert, describe similar things you have done, and say which part you most want to grow in.
- **What are your strengths?** Name one or two strengths and give short proof: the situation, what you did and the result.
- **What is your weakness?** Choose a real weakness that is not central to the job, then explain what you are doing to improve it.
- **Tell me about a problem at work or school that you solved.** Use the STAR pattern: Situation, Task, Action, Result. Focus on what you yourself did and what you learned.
- **How do you work in a team, including when people disagree?** Give a real example of listening, explaining your view politely and finding a solution everyone accepted.
- **How do you handle pressure or tight deadlines?** Explain how you set priorities, such as a task list or checking with your supervisor, and give one example of the outcome.
- **Where do you see yourself in two or three years?** Mention the skills you want to master and the responsibility you hope to take on, without promising things you cannot know.
- **What salary do you expect?** First research the pay range for the role and the local minimum wage where you would work. Give a range, then ask whether the figure is gross or net and which allowances apply.
- **When can you start?** Give a realistic date. If you are still employed, mention the notice period in your current contract so you do not break it.
- **Do you have any questions for us?** Ask about the contract type, working hours, base pay and allowances, the next selection step and when results are announced. Ask for the offer in writing.

## Which job scams target document controllers?

Scam risk for document controllers is low, but oil and gas, mining and EPC vacancies are often impersonated. The pattern is a test invitation in a big company's name from a free e-mail address, followed by a request for a registration, training or medical check-up fee. In its recruitment notice reported by Kompas TV on 13 July 2026, SKK Migas stated that its whole recruitment process is free of charge.

## Where can you find safe document controller vacancies?

Look on the official careers pages of EPC contractors, construction, oil and gas and manufacturing companies, the Ministry of Manpower's Karirhub portal and the state-owned enterprise careers directory. **What degree do you need to be a document controller in Indonesia?**

There is no required major, because document control is not a licensed profession. Many vacancies mention a diploma or degree, for example civil, mechanical, electrical or industrial engineering for EPC, construction and oil and gas projects, or administration, management or records management for offices and factories; check the requirements in the ad you apply to. What matters more is accuracy, spreadsheet skills, understanding revision workflows and enough English to read technical documents.

**What is the difference between a document controller and an archivist?**

A document controller controls documents that are still in use, making sure the latest version is in circulation and old versions are withdrawn. An archivist manages records across their whole life cycle, including retention and disposal. Article 17 of the Company Documents Law says documents move from the working unit to the company's records unit by a management decision, so the two roles often work one after the other.

**Does a document controller need an ISO 9001 certificate?**

There is no required licence. ISO 9001 is a quality management standard for organisations, not a personal licence. Awareness or internal-auditor training on ISO 9001 can help.
