# Game developers in Indonesia: roles, requirements, pay and applying safely

## What does a game developer do?

Game developer is the umbrella term for people who make video games. Indonesia's national competency standard for video game development (Manpower Decree 172 of 2024) splits the work into game programmers, who write the game's software, game artists, who create its visual assets, and game designers, who design the rules and mechanics. At small studios one person may cover more than one role.

- Turning a game idea into a game design document (GDD) covering rules, mechanics, levels and story.
- Building prototypes to test whether a game concept is fun before full production.
- Writing gameplay, interface and game-system code inside a game engine.
- Creating 2D or 3D visual assets such as characters, environments, props, animation and visual effects.
- Bringing assets into the game engine, laying out levels and balancing difficulty.
- Finding and fixing bugs, then optimising performance so the game runs smoothly on target devices.
- Running playtests with players and improving the game based on their feedback.
- Preparing post-launch updates and reading player data with the product team.

## What do you need to become a game developer?

Game development is not a licensed profession in Indonesia, so no licence is required. Ministry of Communication data from 2021, in the annex to Presidential Regulation 19 of 2024, shows studios value experience building games in a team most, followed by experience making games alone, while formal education or certification is not yet important in hiring. A playable portfolio therefore usually counts for more than a diploma.

## What does a typical game developer job description look like?

Game developer ads usually name the role (programmer, artist or designer), the game engine and tools used, the genre or platform, and ask for a portfolio. Selection often includes a technical test or an art test. The description below is our own summary of common ad patterns, not a vacancy from any studio. A genuine ad names the studio and its address clearly.

- A portfolio of games, prototypes or artwork that can be played or viewed, with a note on your role in each.
- Programmers: at least one programming language and the game engine the studio uses.
- Artists: 2D drawing or 3D modelling software and a feel for a game's visual style.
- Designers: the ability to write design documents, build prototypes and explain each design decision.
- Experience making games in a team, for example through game jams, campus projects or self-released games.
- Comfort with version control and team task-management tools.
- SMK, diploma or bachelor's study in informatics, visual design, animation or a related field is a plus, not a must.
- Able to read technical documentation in English.

## How much does a game developer earn in Indonesia?

KarirAman does not yet show a game developer pay figure because no data meets our standard: verified vacancies with a large enough sample, licensed data or an official pay scale. If you are an employee, Government Regulation 36/2021, Article 23, bans pay below the minimum wage, which applies to workers with under a year of service (Article 24). Micro and small businesses are exempt and set pay by agreement (Article 36), so ask how big the studio is.

## What education path leads to game development?

The closest school route is the SMK Software and Game Development programme, which has a Game Development concentration, or the Animation and Visual Communication Design programmes for future artists. After that, many people take a diploma or bachelor's degree in informatics, visual design or animation. Presidential Regulation 19 of 2024 set a 2024 target to align SMK, vocational training and university curricula with the game industry; its outcome is unverified. Government ICT training is also offered through Kemnaker's Skillhub.

## How do you build a game developer portfolio, including through game jams?

A game developer portfolio should hold games or prototypes people can play straight away, short gameplay videos and a note on your role in each project. Game jams, events where you make a game in limited time, help because they produce team work. The annex to Presidential Regulation 19 of 2024 notes that studios recruit mainly through social media, then personal contacts and local communities, so join communities, but still check a studio before sending personal data.

## Who owns the copyright in the games you make?

Copyright Law 28/2014 protects video games and computer programs (Article 40(1)), and copyright arises automatically once a work takes tangible form (Article 1 point 1). For work made in employment or on commission, Article 36 makes the creator the copyright holder unless agreed otherwise. But under Article 37, unless proven otherwise, a legal entity that publishes or distributes a work originating from it without naming a creator is deemed the creator. Recording is not required for protection (Article 64(2)).

## What are working conditions and contracts like at game studios?

Ministry of Communication data from 2021, in the annex to Presidential Regulation 19 of 2024, shows small average studio teams, mostly in Java, with contract staff alongside permanent staff. Government Regulation 35/2021, Article 12, bans probation on fixed-term contracts (PKWT). Overtime before a release is capped at four hours a day and 18 hours a week (Article 26) and must be paid except for certain senior roles (Article 27). Freelancers must register themselves with BPJS (Law 24/2011, Article 16).

**Legal status:** the Labour Protection Law was approved by the DPR and the Government on 6 October 2026 but has not been promulgated and its text is not public. Until it takes effect, the rules on this page apply.

## What is the difference between a game programmer, a game artist and a game designer?

Game programmers, game artists and game designers are the three core professions in game making under Indonesia's national standard for video game development (Manpower Decree 172 of 2024). Programmers build the software, artists create the visual assets and designers shape the player experience. The table summarises the standard's definitions and competency units.

The Indonesian Game Association (Asosiasi Game Indonesia, AGI), which says on its website that it was founded in 2013 and focuses on game development and publishing, sat on the team that drafted the standard. Future artists can also use the national animation standard (Manpower Decree 173 of 2020), with units such as 3D modelling and texturing. The SMK directorate's certification list includes schemes such as Junior 3D Modeller, Junior 3D Animator and Junior Coder, and as of 8 October 2026 the BNSP directory lists 3D animation asset and motion schemes at LSPs run by Kemnaker vocational training centres. These certificates are optional, not a hiring requirement.

## What age-rating rules apply before releasing a game in Indonesia?

Communications Ministry Regulation 2 of 2024 requires publishers, meaning anyone who markets a game, to register as a private electronic system operator (PSE Lingkup Privat) through OSS and to complete a self-classification assessment online, through the ministry's website or a connected system, placing the game in the 3+, 7+, 13+, 15+ or 18+ age group. A publisher may market the game in Indonesia only after the Minister issues the result, then must show it on the description, packaging and ads.

If you release a game yourself, this applies to you too. Article 14 says gambling games with a cash-out feature cannot be classified. The process is in flux: the ministry (Komdigi) paused Indonesia Game Rating System (IGRS) ratings in April 2026, and as of 9 August 2026 it aimed to restart them during 2026 with no fixed date. ## How do you apply for game developer jobs safely?

Applying for game developer jobs safely means making sure the studio is real, nothing is charged and your work is not used without permission. These steps also apply to remote vacancies and freelance projects.

1. Match the vacancy with the studio's official website or account, and check the company name on AHU.
2. Ask for interview and test invitations from a company email domain.
3. Refuse any request for a deposit, top-up, training fee or licence fee.
4. Never install an APK file from a recruiter; ask for the test through the studio's official link.
5. For large art or design tests, ask in writing who may use the results.
6. Refuse "admin" or "operator" job offers in Cambodia, Myanmar or Thailand. Indonesia has no worker placement agreement with those three countries, and KP2MI says syndicates lure Indonesians to Cambodia with well-paid digital jobs that turn out to be online scams.

Interview questions for game developer jobs often cover a project you are proud of, learning new tools, explaining technical things, testing your work, handling mistakes after release, and data security. **How to answer:** Mention least privilege, never sharing passwords, keeping systems updated and refusing requests for OTP codes or passwords by chat, even from someone claiming to be a manager.

**Why they ask:** Almost all software development is shared work.

**How to answer:** Explain that you read code before changing it, make small changes that are easy to review and give polite, specific feedback.

- **Tell me about yourself.** Answer in about a minute: where you are now in work or study, two experiences that matter for this job, then why you applied. Personal matters such as family status are not needed.
- **Why did you apply to this company?** Mention one or two real things you learned from the company's official website, such as its business or services, and link them to your skills.
- **Why are you interested in this role?** Pick two tasks from the job advert, describe similar things you have done, and say which part you most want to grow in.
- **What are your strengths?** Name one or two strengths and give short proof: the situation, what you did and the result.
- **What is your weakness?** Choose a real weakness that is not central to the job, then explain what you are doing to improve it.
- **Tell me about a problem at work or school that you solved.** Use the STAR pattern: Situation, Task, Action, Result. Focus on what you yourself did and what you learned.
- **How do you work in a team, including when people disagree?** Give a real example of listening, explaining your view politely and finding a solution everyone accepted.
- **How do you handle pressure or tight deadlines?** Explain how you set priorities, such as a task list or checking with your supervisor, and give one example of the outcome.
- **Where do you see yourself in two or three years?** Mention the skills you want to master and the responsibility you hope to take on, without promising things you cannot know.
- **What salary do you expect?** First research the pay range for the role and the local minimum wage where you would work. Give a range, then ask whether the figure is gross or net and which allowances apply.
- **When can you start?** Give a realistic date. If you are still employed, mention the notice period in your current contract so you do not break it.
