# How to become a psychologist in Indonesia: training, STR and SILP, pay and applying safely

## What does a psychologist do in Indonesia?

A psychologist assesses psychological problems and helps people deal with them through assessment, consultation, counselling, psychotherapy, psychoeducation and training. Law 23/2022 Article 32 divides psychological services into psychology services, such as psychological measurement with valid tests (Article 33), and psychology practice for clients with psychological problems or disorders (Article 34). Psychologists must keep client information confidential and refer cases beyond their competence.

- Provide consultation, counselling or psychotherapy within their authority and field.
- Write assessment reports and recommendations for clients, schools or organisations.
- Design and deliver psychoeducation or training, for example on mental health at work.
- Support recruitment and staff development in industrial and organisational settings.
- Refer clients to another psychologist, a doctor or a psychiatrist when a case is beyond their competence.
- Keep client data confidential and store reports to the service standard.
- Take part in continuing professional development to renew the SILP.

## What do you need to become a psychologist in Indonesia?

You need three things: a professional psychology qualification, an STR and an SILP. Law 23/2022 Article 1(9) defines a psychologist as a graduate of a professional psychology programme. Article 15 says the STR is issued by the umbrella professional body, HIMPSI, and is valid for life. Article 17 requires an SILP from the central government; the first is valid for two years and renewals for five, with the professional body's recommendation.

## What does a typical psychologist job description look like?

Psychologist vacancies in Indonesia usually ask for the Psikolog title, an active STR and SILP, a specialisation that fits the field, and skills in assessment and report writing. Psychologist's assistant ads usually ask only for a psychology bachelor's degree. We wrote the description below ourselves from common advertising patterns. ## How much does a psychologist earn in Indonesia, including psychology graduates?

For clinical psychologists in the civil service, the table below shows official base pay under Government Regulation 5/2024 for grades III/b to IV/c, matching the Psikolog Klinis Pertama to Madya levels, without allowances. For private-sector psychologists and psychology graduates, KarirAman has no data that meets our standard yet. Graduates do not work as psychologists, so the floor is the minimum wage where you work, except in micro and small businesses, which set pay by agreement (Government Regulation 36/2021 Article 36).

## How do you become a psychologist in Indonesia after a psychology degree?

The route is a psychology bachelor's degree, then a professional psychology programme, then a competency exam. Law 23/2022 Article 8 says the professional programme is for psychology bachelor's graduates, and Article 13 says those who pass the exam receive a professional certificate from their university. Ministerial Regulation 43/2023 required master's-level professional programmes to become Professional Psychologist Education programmes by 3 August 2025.

## Which fields do psychologists work in?

The elucidation of Law 23/2022 Article 9(2) names clinical, educational, and industrial and organisational psychology as fields; these belong to specialist programmes, which follow the professional programme (Article 8(3)). Clinical psychologists deal with psychological problems and disorders, educational psychologists work with schools and parents, and industrial and organisational psychologists support recruitment and staff development. The professional programme is no longer split by field (Ministerial Regulation 43/2023 Article 5), so the term peminatan klinis comes from the former professional master's.

## Where do psychologists work in Indonesia?

Psychologists work in hospitals, community health centres (puskesmas) and clinics, in schools and universities, in psychology practices and HR consultancies, in companies, and through online counselling services. Government Regulation 28/2024 Article 166 lists clinical psychologists as health workers for mental health care, and Ministerial Regulation 48/2023 Article 18 lets a school's disability service unit involve an educational or clinical psychologist.

## What jobs can psychology graduates do before becoming psychologists?

Psychology bachelor's graduates can work as psychologist's assistants, HR and recruitment officers, test administrators or researchers. Law 23/2022 Article 26(2) says a psychologist may be assisted by, or work with, graduates of academic psychology programmes. Psychological measurement is still a psychological service provided by the psychologist, so an assistant prepares and supervises tests under a psychologist's direction rather than signing reports in their own name.

## How do licences differ for psychologists and clinical psychologists?

Law 23/2022 covers all psychologists: an STR from HIMPSI and an SILP from the central government. For psychologists working in health facilities, Articles 24 and 55 hand registration and licensing over to health-sector law. Law 17/2023 Article 199 names the clinical psychologist as the only type of health worker in the clinical psychology group. Clinical psychologists who practise in hospitals, community health centres or clinics therefore also fall under the STR issued by the Indonesian Health Council (Article 260) and the SIP issued by the regency or city, which health workers who serve patients directly must hold, including clinical psychologists (elucidation of Article 263(1); Ministry of Health Regulation 13/2025 Article 173(2)).

The older technical rule on clinical psychologists' practice licences, Ministry of Health Regulation 45/2017, was revoked by Ministry of Health Regulation 13/2025 on Health Workforce Management. Article 174 of that regulation says a health worker's authority follows the professional standard and the competence recorded in the STR. Under Law 23/2022, fields such as clinical psychology belong to specialist programmes (Article 9(2)); a clinical specialisation (peminatan klinis) refers to graduates of the former professional master's in psychology. If you are one of them and want to work in a health facility, ask its HR team which documents they need, then check them against the registration information on the Indonesian Health Council website.

Psychologists who hold an older practice licence, such as the SIPP (Surat Izin Praktik Psikologi) still named on HIMPSI's website, may keep providing services within their authority for up to 5 years after the implementing regulation of Law 23/2022 is issued (Article 51(b)). If an ad asks for an active SIPP, it means this older licence. The procedures for issuing STRs and for issuing and renewing SILPs are left to a government regulation (Article 22), so ask the employer which licence they accept.

## Can psychologists work online?

Yes. Law 23/2022 Article 26(4) says psychological services may be provided directly and/or indirectly. The same rules apply: the client gives consent after hearing the benefits and risks (Article 27), and the psychologist must keep information confidential and respect the client's rights (Article 42(f)). If you apply to an online counselling platform, make sure it asks for your STR and SILP, explains how client data are stored, and never asks you to pay to be hired. A psychology graduate must not be presented to clients as a psychologist.

## What about behaviour therapy for children, such as ABA?

Behaviour therapy for children with special needs, for example the ABA approach, is often done by behaviour therapists in child development clinics or schools. Ministerial Regulation 48/2023 Article 18 lists behaviour therapists among the therapy staff a disability service unit may involve, separately from psychologists. ## What should you check before accepting a job in psychology?

1. Match the vacancy against the employer's official website or Karirhub, and make sure the recruiter uses a company email domain.
2. Refuse any request for money for psychometric tests, training, certification or uniforms before a contract.
3. Ask for a written employment agreement that states duties, hours, pay and, if you are an assistant, the responsible psychologist.
4. Do not send photos of your KTP, family card or bank book by chat before the company's identity is clear.
5. Report suspicious vacancies.

**How much does a psychology graduate earn before becoming a psychologist?**

A psychology bachelor's graduate cannot work as a psychologist yet, so pay depends on the job, such as HR officer, recruiter or psychologist's assistant. The floor is the minimum wage: Government Regulation 36/2021 bars pay below the minimum wage for workers with less than one year of service, except in micro and small businesses, which set pay by agreement (Article 36). **Can a psychology graduate open a counselling service on their own?**

Not as a psychologist. Law 23/2022 Article 1(3) defines psychological services as services and practice that require competence as a psychologist, and Article 26 says psychologists provide them. Graduates of academic psychology programmes may assist or work with a psychologist. Do not use the title psychologist before you finish the professional programme and hold an STR and an SILP.

**How can I check that someone really is a psychologist in Indonesia?**
