# Video clippers in Indonesia: how clipping and pay-per-view work, copyright, tax and scams

## What is a video clipper job, and what does a clipper do?

A video clipper picks the best moments from livestreams, podcasts, interviews or long videos and cuts them into short vertical clips with captions and subtitles. The clips go on the clipper's own account for paid campaigns, or on the account of the creator who hires them. Indonesia's public broadcaster RRI reported on 3 November 2025 that some streamers set up dedicated clipper teams to extend their reach on social media.

## What do you need to become a video clipper?

Clipping is not a licensed profession and needs no degree. You need short-form editing skills, an account in good standing with the platform's rules and a basic grasp of copyright. Article 9 of Indonesia's Copyright Law (UU 28/2014) requires the author's or rights holder's permission for anyone who adapts or publishes a work, including film and video. To get paid, you need a verified identity and a bank account in your own name.

## What does a typical video clipper job description look like?

There are two common set-ups. In a clipping campaign, a content owner or brand releases source material, clippers post clips to their own accounts and are paid for the views recorded. In an employee or contract post, a clip editor works for a creator, podcast or media outlet, usually with a daily clip target. The description below is written by us from common patterns, not a vacancy from any company.

## How do video clippers get paid in Indonesia?

Campaign income is calculated from views, usually per thousand, and paid out of a limited campaign budget, as NPR reported on US clipping marketplaces in May 2026. So there is no fixed pay, and KarirAman has no Indonesian data yet that meets our standards. If you are an employee, Government Regulation 36/2021 as amended by GR 51/2023 bans pay below the minimum wage (Article 23(3)), which applies to workers with less than one year of service (Article 24(1)).

## How do you learn to become a video clipper?

You can learn at a vocational school (SMK) or a video editing course, through vocational training or on your own. As a reference, the national competency standard for video editing (SKKNI Video Editing, Manpower Ministerial Decree 118/2014) includes editing audio and video to a script and adding titles and voice-over. Competency tests are run by BNSP-licensed certification bodies (LSP), which you can check in BNSP's directory. The ministry's Skillhub portal also offers free vocational training.

## Can you clip and post someone else's video without permission?

Generally not. Article 9(3) of the Copyright Law bans reproducing or commercially using a work without the permission of its author or rights holder. The exceptions are narrow: Article 43(d) covers non-commercial content that benefits the author or that the author does not object to, and Article 44 covers criticism or review with the source fully credited. Keep proof of permission or the campaign rules you followed.

## Can clipped videos be monetised on the platforms?

Not necessarily. YouTube's channel monetisation policy, which we read on 8 October 2026, rejects reused content without significant original commentary, and the policy applies even if you have the original creator's permission. TikTok's intellectual property policy does not allow content that infringes copyright and can block accounts that infringe repeatedly. Add your own value, such as context, translation or review.

## Is a video clipper's income taxed in Indonesia?

Yes. According to the Directorate General of Taxes (DJP), content creators are self-employed professionals (pekerjaan bebas) who must file an annual tax return, and may use the deemed-profit norm (NPPN) if they qualify and notify the tax office. Article 56 of Government Regulation 20/2026 says income of online content creators is not subject to the final tax for certain businesses. Record every campaign payment and withholding slip over the year and report them.

## How do you check a clipping campaign before you join?

Before you cut and post clips for a campaign, check these five things. You can check all of them yourself without paying anything.

1. **Who pays whom?** In a genuine campaign, you get paid. Requests for a deposit, a membership fee, an activation fee or a video licence purchase are red flags.
2. **Where does the money come from?** Genuine pay is based on your clips' views. If your pay rises because you recruit new members, that is the same pattern as the apps Satgas PASTI shut down.
3. **Who holds the content permission?** Ask whether the owner of the source video has agreed to clipping. Keep a screenshot of the campaign rules as proof.
4. **What are the payment rules?** Read the minimum views, the verification period, the payout schedule and what happens when the campaign budget runs out.
5. **What do they want from your account?** Never share an OTP, PIN or password, and never install an APK file sent through chat.

## What should you do if you have already transferred money?

Stop any further transfers, even if the scammer promises your money back after one more mission. According to OJK's Indonesia Anti-Scam Centre (IASC), report to IASC straight away so it can handle the funds and block accounts, and file a police report for the legal process. Keep the transfer receipts, the receiving account details and screenshots of the chats. IASC says refunds are not guaranteed and depend on how quickly you report.

- **How do you work in a team, including when people disagree?** Give a real example of listening, explaining your view politely and finding a solution everyone accepted.
- **How do you handle pressure or tight deadlines?** Explain how you set priorities, such as a task list or checking with your supervisor, and give one example of the outcome.
- **Where do you see yourself in two or three years?** Mention the skills you want to master and the responsibility you hope to take on, without promising things you cannot know.
- **What salary do you expect?** First research the pay range for the role and the local minimum wage where you would work. Give a range, then ask whether the figure is gross or net and which allowances apply.

## Which scams use the name of clipping work?

Watch out for apps or groups that promise pay for watching, clipping or posting videos and then ask for a deposit, a membership fee or recruits before earnings are released. In May 2026 Satgas PASTI, the OJK-led task force, shut down two such apps: one set tasks of watching ads, the other tasks of watching drama series while selling film 'copyrights', both with deposits and member recruitment.

- A clipping group or app asks for a deposit, a membership fee or a package purchase before your view earnings can be withdrawn. No. In a genuine campaign, money flows from the campaign owner to you, never the other way round. In May 2026 Satgas PASTI, the task force under Indonesia's financial services authority (OJK), shut down apps that paid for watching ads or drama series but required deposits and recruiting new members. If you are asked for a deposit, a membership fee or to buy a video licence before your earnings are released, stop.

No. TikTok's integrity and authenticity rules ban buying or selling followers or engagement for financial gain and using bots to inflate engagement, and accounts that break them can be restricted or banned. Also read the view-verification rules in each campaign's terms. Fake views can cancel your payout and cost you your account.

**Who owns a clip I make for another creator?**

Put it in writing. Under Article 36 of the Copyright Law, unless agreed otherwise, the author and rights holder of a commissioned work is the party that made it, but the source footage still belongs to the original creator. Agree in writing who keeps the clip files, which account the clips go on and how payment is calculated.
