## How is household caregiver pay set in Taiwan?

Household caregiver pay in Taiwan does not follow the general minimum wage, because live-in workers are not covered by Taiwan's Labor Standards Act. On 10 August 2022, Taiwan's Ministry of Labor set new monthly pay for migrant domestic workers, both caregivers and helpers, who are newly hired or who renew or change employer at the end of a contract. The official 2025 survey still cites this rule. Workers on older contracts keep the agreed pay unless the employer agrees to a raise.

## How long do household caregivers work?

Taiwan's Ministry of Labor survey on the management and employment of migrant workers found that household caregivers worked 10.1 hours a day on average in June 2025. That is a survey average, not a legal limit. Ask about working hours, days off and overtime pay before you sign, and make sure they are written down.

## How much may an agency deduct from your pay in Taiwan?

Taiwan's Ministry of Labor says the only fee a Taiwanese agency may charge a foreign worker is a monthly service fee, with a cap that falls with each year worked in Taiwan (press releases of 2016 and 2018). It may be charged only after a written contract is signed and the service has actually been provided, never in advance, and the agency may not charge for a change of employer. This lawful deduction is different from a deduction to repay a training fee from Indonesia, which is an employer cost under Ministerial Regulation P2MI 17/2025.

| Area or group | Official floor | Approximate rupiah value |

## Which documents do you need?

Indonesia's Law 18/2017 Article 13 requires a marital-status letter, permission from a spouse, parent or guardian acknowledged by the village head or lurah, a competency certificate, a health certificate from medical and psychological checks, a passport, a work visa, the Placement Agreement and the employment contract. Guides to getting a passport, a police clearance (SKCK) and visas are in the Related guides section below.

## Frequently asked questions

**Does caregiver pay in Taiwan rise when the minimum wage rises?**

Not automatically. Live-in household caregivers and domestic helpers are not covered by Taiwan's Labor Standards Act, so the minimum wage rise from 1 January 2027 does not apply to them. Their monthly pay follows the Ministry of Labor rule of 10 August 2022 and the employment contract.

**My contract was signed before August 2022. What am I paid?**

According to Taiwan's Ministry of Labor, workers still under an older contract keep the agreed pay unless the employer agrees to a raise. The newer pay rule applies when you are newly hired, renew, or change employer at the end of a contract.

**Where can I ask questions or complain once I am in Taiwan?**

Taiwan's Ministry of Labor runs a foreign worker rights portal with an Indonesian language option and a free consultation and complaint service for foreign workers. You can also contact KDEI Taipei or Kemlu's Portal Peduli WNI.

**How much may an agency deduct from a caregiver's pay in Taiwan?**

A licensed Taiwanese agency may charge only a monthly service fee up to the cap set by Taiwan's Ministry of Labor, after a written contract and actual service. It may not be collected in advance, and the agency may not charge you for changing employer. The cap for each year is in the agency fee table on this page. Other deductions, such as repaying a training fee from Indonesia, should be reported.
