Glossary of Indonesian work terms

Short explanations of terms that appear in Indonesian job ads, contracts and labour rules, each with its official source.

AHU (Administrasi Hukum Umum)

AK/1 (kartu kuning) (Kartu tanda bukti pendaftaran pencari kerja)
The job-seeker card once governed by Manpower Regulation 39/2016. Manpower Regulation 18/2024 revoked that rule (Article 86(a)) and requires job seekers who are about to start work to hold a SIAPkerja-ID, obtained by creating an account and completing a profile on SIAPkerja (Article 43).JDIH Kementerian Ketenagakerjaan
Alih daya (outsourcing)
Work done through a legally incorporated outsourcing company. Your employment relationship is with the outsourcing company, under a written PKWT or PKWTT, and that company is responsible for your pay and protection.Kementerian Hukum RI (peraturan.go.id)
BKK (Bursa Kerja Khusus)
A service unit at a vocational school, university or government training centre that helps its alumni find work. A BKK may not charge placement fees and may not place workers abroad.JDIH BPK RI
BLK (Balai Latihan Kerja)
A job-training centre run by a local government (UPTD BLK) or a community (BLK Komunitas). Many are registered as training partners on Kemnaker's Skillhub.Kementerian Ketenagakerjaan (Skillhub)
BNSP (Badan Nasional Sertifikasi Profesi)
The independent body set up to carry out work-competence certification. You can check a certificate on the BNSP website with its blank number or certificate number.Badan Nasional Sertifikasi Profesi
BP2MI (Badan Pelindungan Pekerja Migran Indonesia)
The non-ministerial government agency for migrant worker protection. Policy is now led by the Ministry for the Protection of Indonesian Migrant Workers (KP2MI), and BP2MI continues as its implementing agency.Kementerian Hukum RI (peraturan.go.id)
BP3MI (Balai Pelayanan Pelindungan Pekerja Migran Indonesia)

BPJS Kesehatan
The body that runs the national health insurance programme (JKN).JDIH BPK RI
BPJS Ketenagakerjaan (BPJS TK)
The body that runs work-accident, old-age savings, pension and death benefits. Employers must register their workers.JDIH BPK RI
BPU (Bukan Penerima Upah)
The BPJS Ketenagakerjaan category for self-employed people such as freelancers. BPU members can join JHT, JKK and JKM and register with a NIK and an e-mail address.BPJS Ketenagakerjaan
BPVP (Balai Pelatihan Vokasi dan Produktivitas)

Calo
An unofficial broker who asks for money to arrange a job. For work abroad, individuals are prohibited from placing migrant workers; placement goes only through official placement bodies.Kementerian Hukum RI (peraturan.go.id)
CPMI (Calon Pekerja Migran Indonesia)
A qualified job seeker who will work abroad and is registered with the regency or city labour office.Kementerian Hukum RI (peraturan.go.id)
Disnaker (Dinas Ketenagakerjaan)
The local government labour office. If bipartite negotiation fails, the dispute is registered with the local labour office together with proof of the negotiation.Kementerian Hukum RI (peraturan.go.id)
E-KPMI (Kartu Pekerja Migran Indonesia Elektronik)
Electronic proof that a migrant worker has met the requirements and procedures to work in the destination country. Issuing and extending it is free.Kementerian Hukum RI (peraturan.go.id)
e-KTKLN (Kartu Tenaga Kerja Luar Negeri elektronik (istilah lama))
An older name for the migrant worker card that people still search for. P2MI Regulation 34/2025 sets up the E-KPMI and keeps the old electronic migrant worker card valid until it expires (Article 14), but it does not mention the e-KTKLN, so we cannot yet confirm how the two relate.Kementerian Hukum RI (peraturan.go.id)
EPS-TOPIK
The Korean-language test for South Korea's Employment Permit System. Passing only puts you in the EPS job-seeker pool; it does not guarantee a job.Ministry of Employment and Labor, Republic of Korea (EPS)
Gaji pokok (Upah pokok)
The basic component of pay. PP 36/2021 Article 7 says pay may be a wage without allowances, or a basic wage with fixed and/or non-fixed allowances; where there are fixed allowances, the basic wage must be at least the minimum share that article sets.Kementerian Hukum RI (peraturan.go.id)
IASC (Indonesia Anti-Scam Centre)

Jamsostek (Jaminan Sosial Tenaga Kerja)

JFT-Basic (Japan Foundation Test for Basic Japanese)
The Japan Foundation's computer-based Japanese test for people going to work in Japan, used among other things for Specified Skilled Worker (i) status.The Japan Foundation
JHT (Jaminan Hari Tua)
A BPJS Ketenagakerjaan programme that pays cash when the member retires, becomes totally and permanently disabled or dies. The amount is the total of contributions plus investment returns.BPJS Ketenagakerjaan
JKK (Jaminan Kecelakaan Kerja)
A BPJS Ketenagakerjaan programme that provides health care and cash benefits when a member has a work accident or a disease caused by the work environment.BPJS Ketenagakerjaan
JKM (Jaminan Kematian)

JKP (Jaminan Kehilangan Pekerjaan)

JP (Jaminan Pensiun)

Karirhub

KBJI (Klasifikasi Baku Jabatan Indonesia)

KIP Kuliah (Kartu Indonesia Pintar Kuliah)

KITAS (Kartu Izin Tinggal Terbatas)

KP2MI (Kementerian Pelindungan Pekerja Migran Indonesia)

Lembur
Work beyond normal hours, or on weekly rest days and public holidays. Overtime on working days is limited to four hours a day and eighteen hours a week.Kementerian Hukum RI (peraturan.go.id)
Lisensi K3 (Lisensi keselamatan dan kesehatan kerja)
The authority card for technicians, operators or riggers of lifting and transport equipment. Competence is proven by a competence certificate and authority by the K3 licence (Manpower Regulation 8/2020 Article 1, point 18 and Article 140).JDIH BPK RI
Loker bodong

LPK (Lembaga Pelatihan Kerja)

LSP (Lembaga Sertifikasi Profesi)
A BNSP-licensed body that tests candidates and issues competence certificates. The list of LSPs and their licence status is on the BNSP website.Badan Nasional Sertifikasi Profesi
MagangHub

Masa percobaan
A trial period at the start of a permanent job (PKWTT), lasting at most three months. Pay during probation may not be below the applicable minimum wage.JDIH BPK RI
NIB (Nomor Induk Berusaha)

OPP (Orientasi Pra Pemberangkatan)

P3K (Pegawai Pemerintah dengan Perjanjian Kerja (penulisan singkat))

P3MI (Perusahaan Penempatan Pekerja Migran Indonesia)

PDDikti (Pangkalan Data Pendidikan Tinggi)

Pemagangan
Part of job training that combines training at an institution with supervised work at a company. An apprenticeship needs a written agreement; without one, the participant counts as the company's worker.JDIH BPK RI
Perjanjian kerja
An agreement between a worker and an employer setting out working conditions and the rights and duties of both sides. Keep a copy.JDIH BPK RI
Perjanjian Penempatan

Perundingan bipartit
Direct negotiation between worker and employer to settle a dispute. It must be tried first before the dispute is registered with the local labour office (Disnaker).Kementerian Hukum RI (peraturan.go.id)
PHK (Pemutusan Hubungan Kerja)
The end of an employment relationship for a specific reason, which also ends the rights and duties between worker and employer.Kementerian Hukum RI (peraturan.go.id)
PKPA (Pendidikan Khusus Profesi Advokat)
The training law graduates must complete before being appointed as advocates (Law 18/2003 Article 2(1)). Under Constitutional Court ruling 95/PUU-XIV/2016, it is run by the advocates' organisation together with an accredited law faculty.Kementerian Hukum RI (peraturan.go.id)
PKWT (Perjanjian Kerja Waktu Tertentu)
A fixed-term or fixed-task employment contract, often called a contract job. A time-based PKWT lasts at most five years including extensions, may not include a probation period, and entitles the worker to compensation pay when it ends.Kementerian Hukum RI (peraturan.go.id)
PKWTT (Perjanjian Kerja Waktu Tidak Tertentu)

PMI (Pekerja Migran Indonesia)

PNS (Pegawai Negeri Sipil)

PPIH (Petugas Penyelenggara Ibadah Haji)
Officers appointed by the Minister to guide, serve and protect hajj pilgrims in Indonesia and/or Saudi Arabia (Law 8/2019 Article 1, point 9 as amended by Law 14/2025). The selection is seasonal and is not a civil-service selection.Kementerian Hukum RI (peraturan.go.id)
PPIU (Penyelenggara Perjalanan Ibadah Umrah)

PPPK (Pegawai Pemerintah dengan Perjanjian Kerja)

PTKP (Penghasilan Tidak Kena Pajak)
The part of yearly income deducted before personal income tax is calculated. It depends on marital status and the number of dependants, up to three (Income Tax Law Article 7(1) as amended by Law 7/2021).JDIH BPK
RPTKA (Rencana Penggunaan Tenaga Kerja Asing)

Sertifikat kompetensi
Recognition that a person can do a specific job after passing a competence test. It differs from a training certificate, which only shows you attended training.JDIH BPK RI
SIAPkerja (Sistem Informasi dan Aplikasi Pelayanan Ketenagakerjaan)

SIP2MI (Surat Izin Perekrutan Pekerja Migran Indonesia)

SISKOP2MI (Sistem Komputerisasi Pelindungan Pekerja Migran Indonesia (Sisko P2MI))

SKCK (Surat Keterangan Catatan Kepolisian)

SKK (Sertifikat Kompetensi Kerja (konstruksi))
The certificate construction workers must hold, obtained through a competence test at a professional certification body and registered by the Minister (Law 2/2017 Article 70).JDIH BPK RI
SKKNI (Standar Kompetensi Kerja Nasional Indonesia)

STR (Surat Tanda Registrasi)

STR pekerja sosial (Surat Tanda Registrasi pekerja sosial)

Struktur dan skala upah

TER (Tarif Efektif Rata-rata)
The effective rates used to withhold PPh Article 21 income tax, monthly or daily, alongside the Article 17 income tax rates. Monthly effective rates are grouped by the worker's PTKP status at the start of the tax year (PP 58/2023 Article 2).JDIH BPK RI
THR (Tunjangan Hari Raya Keagamaan)

Titipan
Everyday term for a candidate pushed in through an insider or broker in exchange for money. Private placement agencies, school job centres (BKK) and job portals may not charge job seekers placement fees.JDIH BPK RI
TKI (Tenaga Kerja Indonesia)
An older term for Indonesians working abroad, used by Law 39/2004. Law 18/2017 revoked that law (Article 89) and uses the term Indonesian migrant worker (Pekerja Migran Indonesia, PMI).Kementerian Hukum RI (peraturan.go.id)
TKW (Tenaga Kerja Wanita)

TPPO (Tindak Pidana Perdagangan Orang)
The crime of recruiting, transporting, harbouring, sending, transferring or receiving a person through threats, force, fraud, debt bondage or other means for exploitation, including forced labour (Law 21/2007 Article 1). Uang kompensasi PKWT

Uang pesangon
Money the employer must pay on termination (PHK), with or without long-service pay, plus compensation of rights. The amount depends on length of service and the reason for termination.Kementerian Hukum RI (peraturan.go.id)
UMK (Upah Minimum Kabupaten/Kota)
The minimum wage for one regency or city. A governor may set it when the calculated figure is higher than the provincial UMP. Where your area has a UMK, that figure is the wage floor.Kementerian Hukum RI (peraturan.go.id)
UMP (Upah Minimum Provinsi)
The lowest monthly wage that each governor must set for the province. Minimum wages apply to workers with less than one year of service at the company, and employers may not pay below them.Kementerian Hukum RI (peraturan.go.id)
UMR (Upah Minimum Regional (sebutan lama))

Upah
