BPJS Ketenagakerjaan: programmes, employer duties and how to make sure you are registered
Employers in Indonesia must register workers with BPJS Ketenagakerjaan and pay contributions. How to check membership, who pays, JHT withdrawal and JKP.

What programmes does BPJS Ketenagakerjaan run?
BPJS Ketenagakerjaan (formerly Jamsostek; PT Jamsostek became BPJS Ketenagakerjaan on 1 January 2014 under Law 24/2011 Article 62) runs five programmes: work accident insurance (JKK), old-age savings (JHT), pension (JP), death benefit (JKM) and job loss insurance (JKP). The first four are set in Law 24/2011 Article 6(2), and JKP was added by Law 6/2023 Article 83. JKK covers treatment and benefits after work accidents, JKM pays heirs, JHT is a savings balance paid out as a lump sum, JP pays monthly in retirement, and JKP gives cash, labour market information and training after dismissal.
Must my employer register me with BPJS Ketenagakerjaan?
Yes. Law 24/2011 Article 15(1) requires employers to register themselves and their workers with BPJS for the programmes that apply, and paragraph (2) requires complete and correct worker data. Article 14 says everyone, including foreigners who work in Indonesia for at least 6 months, must be a member. Employers other than state bodies that fail to register workers face administrative sanctions: a written warning, a fine and/or loss of certain public services (Article 17).
Who pays BPJS Ketenagakerjaan contributions?
The employer must deduct the worker's share from wages, pay its own share, and pay everything in to BPJS (Law 24/2011 Article 19(1) and (2)). According to BPJS Ketenagakerjaan's official page for wage earners, JKK and JKM contributions are paid entirely by the employer, while JHT and JP contributions are shared between employer and worker. JKP contributions are not deducted from your wage: they come from central government contributions and a recomposition of the JKK contribution (PP 6/2025 Article 11).
What if contributions are deducted from my pay but never paid in?
An employer that does not collect and pay in the worker's share, or does not pay its own share, breaches Law 24/2011 Article 19(1) or (2) and faces up to 8 years in prison under Article 55. This penalty is among those aligned with the new Criminal Code by Law 1/2026 on Criminal Penalty Adjustment. In practice your JHT balance stops growing and your JKK or JKP cover may be at risk, so check your membership and balance regularly.
How do you withdraw JHT after resigning or dismissal, and how long does it take?
JHT can be paid out in full when you stop working. If you resign, apply after a waiting period of 1 month from the resignation letter issued by your employer, with your membership card, ID card and that letter (Manpower Regulation 4/2022 Articles 8 and 9). If you are dismissed, the waiting period is 1 month from the dismissal date, with proof the dismissal was reported (Articles 10 and 11). You can apply online or at a branch office, and BPJS Ketenagakerjaan must pay within 5 working days once the documents are complete and correct (Article 18). JHT is also paid at retirement age, on total permanent disability or on death (Article 4).
What if my employer owes contributions when I withdraw JHT?
You can still withdraw JHT. If your documents are complete but contributions are in arrears, BPJS Ketenagakerjaan can pay JHT equal to the contributions actually paid plus returns, and then collect the arrears from the employer (Manpower Regulation 4/2022 Article 20). Once the employer pays the arrears, BPJS Ketenagakerjaan must pay you the rest. Keep payslips showing the contribution deductions as evidence.
Is there a wage subsidy (BSU) in 2026?
According to a report of 3 October 2026, the government plans a wage subsidy (BSU) for October to December 2026, but the Ministry of Manpower asked workers to wait for implementation details and had not announced who qualifies. Official information comes only through Kemnaker's official channels and social media accounts. Do not trust BSU sign-up links sent by private message, and never give anyone a one-time code (OTP), PIN or account password.
What is Job Loss Insurance (JKP)?
JKP is a programme for dismissed workers that provides cash, labour market information and job training. Under PP 6/2025, JKP members are Indonesian citizens under 54 when registered who have an employment relationship (Article 4). Benefits can be claimed after at least 12 months of contributions within the 24 months before dismissal (Article 19(3)), and do not apply to workers who resign, are totally and permanently disabled, retire or die (Article 20). Cash is paid monthly for up to 6 months, with a wage ceiling used for the calculation (Article 21).
How do I check my membership and report a BPJS problem?
Ask HR for your BPJS Ketenagakerjaan membership number and card, then check your membership and JHT balance through official BPJS Ketenagakerjaan channels. Its official website lists contact centre 175. If you are not registered or contributions are not paid in, report it to BPJS Ketenagakerjaan and complain to labour inspectors. A dispute about these rights can also go to bipartite talks and mediation at the labour office.
How does BPJS Ketenagakerjaan work for Indonesian migrant workers?
Prospective migrant workers must be registered and hold a Jaminan Sosial membership number before departure (Law 18/2017 Article 5(d)). On cost, follow this order: Law 18/2017 Article 30(1) says migrant workers cannot be charged placement costs; P2MI Regulation 17/2025 Article 2(4) and (6) lists migrant worker social security as a placement-cost component borne by the employer by default; and any request for money outside what is itemised in the Perjanjian Penempatan is a red flag.
Does the new labour law change BPJS Ketenagakerjaan?
Nothing is in force yet. The Ministry of Manpower says the Labour Protection Law, approved by the DPR and the Government on 6 October 2026, includes a severance reserve fund and JKP as a safety net for dismissal, and JKK and JKM cover for apprentices. The text is not public. Until it takes effect, membership follows Law 24/2011 and its implementing rules.

Frequently asked questions
BPJS is deducted from my pay, but I am not registered. What should I do?
That is a serious breach. Law 24/2011 Article 19 requires employers to pay in contributions deducted from workers, and Article 55 sets a penalty of up to 8 years in prison. Keep your payslips, check your membership through official BPJS Ketenagakerjaan channels, then report it to BPJS Ketenagakerjaan and to labour inspectors.
Must fixed-term and daily workers be registered too?
Yes. Law 24/2011 Article 15 requires employers to register their workers regardless of contract type. PP 35/2021 Article 11(3) also says employers using daily contracts must meet workers' rights, including social security.
