What does P2MI Regulation 2/2026 cover?

P2MI/BP2MI Regulation 2/2026 on Placement Procedures for Indonesian Migrant Workers by Placement Executors (Permen P2MI 2/2026) was signed on 25 February 2026 and, according to peraturan.go.id, promulgated on 5 March 2026. It sets the placement stages before, during and after work (Article 3(1)), including for merchant and fishing crew. Its preamble states that Law 18/2017 has been amended several times, most recently by Law 1/2026 on Criminal Penalty Adjustment.

Who may place migrant workers under P2MI Regulation 2/2026?

Article 3(2) names the same three placement executors as Law 18/2017 Article 49:

  • KP2MI/BP2MI, under a written agreement between the Indonesian government and the employer's government (government to government), or with a legal-entity employer abroad (Article 4(1));
  • a licensed agency (P3MI), which must hold an SIP2MI for each placement (Article 25(1)); and
  • a company posting its own employees, with a placement permit valid for the length of the contract or at most 2 years (Article 52).

What are the steps before departure?

The steps depend on who places the worker:

The OPP (Orientasi Pra Pemberangkatan) is a briefing so that prospective workers are mentally prepared, understand their rights and duties, and can deal with problems abroad (Article 1, point 16).

Before you register, you are entitled to information about the vacancy, destination, job and its requirements, contract length, monthly wage, and the procedure including how placement is financed (Articles 6 and 26).

How do I register, and which documents do I upload?

You register through a Sisko P2MI account created with your own national ID number, full name, date of birth, mother's maiden name, email and phone number (Articles 8 and 29). Registration is free of charge (Articles 7(2) and 28(1)).

In the P3MI scheme you upload a photo, your KTP or a letter confirming your e-KTP is being issued, a marital status letter, permission from your spouse, parent or guardian acknowledged by the village head or lurah, a work competency certificate, and your JKN health insurance card (Article 30(2)). In the KP2MI/BP2MI scheme, the documents are the family card, a marital status letter, family permission, a work competency certificate, a health certificate and the JKN card (Article 9(1)).

After passing selection with a P3MI, you complete the Perjanjian Penempatan, the medical and psychological results, social security and a passport (Article 32(2)). For the passport, see Panduan Warga passport guide.

Do prospective workers have to pay placement costs?

P2MI Regulation 2/2026 sets procedures, not cost amounts. For costs, the order is: Law 18/2017 Article 30(1) says migrant workers cannot be charged placement costs; P2MI Regulation 17/2025 makes the employer pay by default and allows charging the worker only for components written and itemised in the Perjanjian Penempatan; any request for money outside that document, in cash or to a personal account, is a red flag.

What did P2MI Regulation 2/2026 repeal?

Article 64 repealed six BP2MI regulations: Regulation 2/2021 on placement agreements, Regulation 7/2022 on pre-work processes, Regulation 2/2023 on pre-work stage guidelines, Regulation 4/2023 on the pre-departure orientation, and Regulations 8/2023 and 9/2023, which amended Regulations 7/2022 and 2/2023. It took effect on promulgation (Article 65).

Frequently asked questions

Is registration on Sisko P2MI free?

Yes. P2MI Regulation 2/2026 makes registration free of charge, both in the KP2MI/BP2MI scheme (Article 7(2)) and in the P3MI agency scheme (Article 28(1)). Anyone asking for money to register you is a red flag.

Can an agent or sponsor register for me?

Registration uses a Sisko P2MI account created with the worker's own details, such as the national ID number, mother's maiden name, email and phone number (Articles 8 and 29). Never hand over your account, password or OTP code to anyone.

What if I have no competency certificate?

Competency certificates are issued by an independent certification body. If no certification scheme exists for your job, a diploma, portfolio or other skills certificate that proves your competence can replace it (Articles 9(4) and 30(5)).
