What does P2MI Regulation 34/2025 cover?

P2MI/BP2MI Regulation 34/2025 on the Electronic Indonesian Migrant Worker Card (Permen P2MI 34/2025) was signed on 28 November 2025 and, according to peraturan.go.id, promulgated on 3 December 2025. It governs the E-KPMI: what the card shows, what it is for, who issues it, how long it is valid, border checks, and the duties of placement executors. The E-KPMI is electronic proof that a migrant worker has met the requirements and procedures to work in the destination country (Article 1, point 2).

What does the E-KPMI show and what is it for?

Article 3 says the E-KPMI shows at least the worker's name, passport number, home region, destination, placement executor, photo, a QR code and the validity period. Its functions (Article 4) are:

  1. proof that the worker went through the lawful placement stages;
  2. a record of the worker's participation in government programmes; and
  3. data used to protect the worker.

Migrant workers who are about to leave, are working abroad, or are extending their employment contract must hold a valid E-KPMI (Article 5).

Who issues the E-KPMI and how long is it valid?

KP2MI/BP2MI issues the E-KPMI through Sisko P2MI once all requirements and procedures are met (Article 6). It is valid for the length of the employment contract; for cross-border workers it is valid for 1 year and can be extended while they keep working (Article 7). Issuing and extending the E-KPMI is free of charge (Article 10).

Where is the E-KPMI checked?

The E-KPMI is checked when a migrant worker leaves or enters Indonesia, through the immigration information system linked to Sisko P2MI (Article 11). Placement executors must make sure every worker they place holds an E-KPMI; breaches can lead to a written warning, suspension of activities or revocation of the agency's SIP3MI licence (Article 13).

What happens to the older electronic card?

Electronic migrant worker cards issued before Regulation 34/2025 was promulgated remain valid until they expire (Article 14(b)). Workers registered on Sisko P2MI whose old card has expired and who are still working abroad must register for an E-KPMI through Sisko P2MI within 1 year of the regulation's promulgation (Article 14(a)). The placement stages that lead to the E-KPMI are set out in P2MI Regulation 2/2026.

Frequently asked questions

Does the E-KPMI cost anything?

No. Article 10 of P2MI Regulation 34/2025 makes issuing and extending the E-KPMI free of charge. If anyone asks for money to arrange your E-KPMI, do not pay and report it to KP2MI.

When do I get my E-KPMI?

KP2MI/BP2MI issues the E-KPMI through Sisko P2MI after all placement requirements and procedures are complete (Article 6). The card is proof that you are leaving through the lawful stages (Article 4).

My old electronic card expired and I am still working abroad. What now?

Article 14 requires migrant workers registered on Sisko P2MI whose old card has expired and who are still working abroad to register for an E-KPMI through Sisko P2MI within 1 year of the regulation's promulgation.
