Working in Qatar through the legal route

Formal jobs in Qatar through licensed P3MI: a non-discriminatory minimum wage since 2021, job changes without an NOC, and the domestic work ban.

Qatar is under the Kepmenaker 260/2015 moratorium: Indonesians may not be placed with individual employers, including as domestic workers. Formal jobs with companies still go through legal routes.

Summary

  • Qatar has applied a non-discriminatory minimum wage since 20 March 2021 to all workers of all nationalities, including domestic workers.
  • If the employer does not provide food and accommodation, it must pay minimum food and housing allowances on top of the basic wage.
  • According to the ILO, workers in Qatar no longer need an exit permit to leave the country or a No Objection Certificate (NOC) to change jobs.
  • Qatar is one of the 19 countries under the Kepmenaker 260/2015 moratorium, so Indonesians may not be placed there as domestic workers.

The only legal route for Indonesian migrant workers to Qatar today is formal work for a legal-entity employer, through a P3MI holding an SIP2MI or as an independent migrant worker who reports officially. Placement with household employers (individual users), including as domestic workers and family drivers, is still banned under Kepmenaker 260/2015. Requirements, costs, documents and steps are on the page on formal work requirements in Qatar.

Where can Indonesian workers in Qatar get help?

For help as an Indonesian citizen, for example if wages go unpaid or documents are held, contact Kemlu through Peduli WNI or KP2MI through the official channels below.
