KP2MI says Cambodia is not an official placement destination, and on 14 April 2025 the minister for migrant worker protection said Indonesia has no placement cooperation with Cambodia, Myanmar or Thailand. According to KP2MI, syndicates use ASEAN visa-free entry to bring Indonesians in without a work visa and then put them to work in online scams. Kemlu recorded Indonesian victims of online-scam company recruitment in 2022 in Cambodia, the Philippines, Laos, Myanmar and Thailand.
