What does a domestic worker do?
A domestic worker (asisten rumah tangga, ART, called pekerja rumah tangga or PRT in law) works for wages for a private employer in their home. Law 2/2026 Article 10 lists the scope: cooking, washing and ironing, cleaning the house and yard, looking after children, caring for sick or elderly people, driving, minding the house, caring for pets and other agreed household work. The exact duties should be agreed at the start.
- Clean the house and yard, including bedrooms, kitchen and bathrooms.
- Wash, dry and iron clothes and linen.
- Cook and prepare meals the way the household is used to.
- Shop for food and household supplies with clear shopping money and records.
- Look after children or keep sick or elderly family members company, if agreed.
- Care for pets or house plants, if that is part of the agreement.
- Look after the house while the owners are away, as agreed.
What do you need to become a domestic worker?
Law 2/2026 Article 5 sets three requirements: at least 18 years old, an electronic ID card (KTP-el) and a health certificate from a health facility. The law does not require any diploma. You can be hired directly by an employer on the basis of an agreement, or through a licensed domestic-worker placement agency (P3RT). Through a P3RT you sign a Placement Agreement after passing selection (Articles 4 to 8 and 26).
What does a typical domestic worker job description look like?
Domestic-worker ads usually state the pattern (live-in or live-out), the main duties such as cleaning, laundry, cooking or childcare, and the location. Some ads still set an upper age limit, a gender, marital status or home region; we do not list those as normal requirements, and our hiring discrimination guide explains why. The description below is our own summary of common ads, not a vacancy from any household.

Ministry of Manpower Circular M/6/HK.04/V/2025 bars employers from discriminating on any basis in recruitment. An age requirement is allowed only where the nature of the job genuinely affects ability and it does not remove the chance of work, and the same applies to workers with disabilities. How much does a domestic worker earn?
Law 2/2026 leaves the wage to the agreement or employment contract, and Article 15(3) says the amount and timing of wages will be set by government regulation. The law contains no minimum-wage provision. The minimum-wage row in the table is the floor for businesses under PP 36/2021, not a rule written for domestic workers. What training helps you become a domestic worker?
No formal education is required, but training helps. The national competency standard for domestic workers (SKKNI Pekerja Domestik, Ministerial Decree 239/2022) covers units such as cleaning rooms, laundry and ironing, caring for babies and toddlers, and cooking. The BNSP directory lists certification bodies for domestic work, but some licences have expired, so check the status. Law 2/2026 Article 24(2): training an agency or employer sends you to or pays for is not charged to you.
Can you work as a domestic worker abroad?
Yes, but only through official migrant-worker (PMI) channels and a P3MI agency registered on SISKOP2MI. Routes to Hong Kong, Singapore and Malaysia, with their current status, are in the cards below. Placement of domestic workers with private employers in Middle East countries has been stopped since 1 July 2015 (Ministerial Decree 260/2015). Law 18/2017 Article 30(1) says migrant workers cannot be charged placement costs; Regulation P2MI 17/2025 makes the employer bear placement costs by default, and you may be charged only costs written and itemised in the Placement Agreement; any other request for money is a red flag.
What rights do domestic workers have under Law 2/2026?
Law 2/2026 Article 15(1) gives domestic workers the right to worship, humane working hours, rest and leave, wages as agreed, a religious holiday allowance (THR) paid in cash, health and employment social security, healthy food, decent accommodation for full-time workers, a safe workplace and the right to end the job if the employer breaks the agreement. The employer pays employment social-security contributions (Article 16(3)). See our domestic workers' rights guide for details.
Legal status: the Labour Protection Law was approved by the DPR and the Government on 6 October 2026 but has not been promulgated and its text is not public. Until it takes effect, the rules on this page apply.

What should be written down before you work directly for a household?
If you are hired directly, Law 2/2026 Article 12 lets the agreement be put into an employment contract, and Article 11(2) lists the minimum contents: both parties' identities, the work address, start date and term, scope of work, rights and duties, working conditions, and the wage and how it is paid. Article 19 requires the employer to give true information about their identity and to report your presence to the neighbourhood head (RT/RW).
Where can you report violence, unpaid wages or a dispute?
For disputes about pay, hours or an agency, Law 2/2026 asks for a settlement by discussion first, within 7 days (Article 31). If that fails, a dispute with the employer is mediated by the neighbourhood head (RT/RW) where you work, and a dispute involving an agency is mediated by a mediator at the manpower office, who must settle it within 7 days of the complaint. A mediator's decision on a wage dispute between an employer and a domestic worker is final and binding (Article 32).
If you face violence, are locked in or are forced to do work outside the agreement, do not wait for mediation. Women and children can report to SAPA 129, and in an emergency call the police. For problems while working abroad, contact KP2MI.

What can you check yourself before you start at an employer's home?
- You have written down the prospective employer's full name, home address and phone number, and your family has them too.
- Duties, hours, rest days, leave, wage, THR and pay date are written down and agreed by both sides.
- You keep your own ID card, diploma and phone; you hand over photocopies only.
- Nobody, neither the agency nor the employer, has asked you for money in any form.
- If you go through an agency, you have seen its business licence and received a copy of the Placement Agreement.
- If the offer is abroad, the P3MI agency and the vacancy are listed on SISKOP2MI, and you are not asked to travel on a tourist or umrah visa.

You are asked to pay for a test, a psychological test, a medical check-up, training or a uniform, or to book tickets and a hotel through an appointed agent with a promise of reimbursement.
What to do: Do not transfer anything. The Ministry of Manpower says legitimate recruitment does not charge applicants.

The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.
What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

What to do: Do not send them. OJK says never to give an OTP, PIN or password to anyone, and identity data can be misused for illegal online loans.

After the interview you are asked to hand over your original diploma or other original personal documents as a guarantee for the job.
What to do: Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from requiring or holding original diplomas and personal documents as a guarantee for the job. The only exception is a diploma or competency certificate from education or training paid for by the employer under a written employment agreement, and the employer must keep it safe and compensate you if it is damaged or lost. Otherwise, show them for checking, then take them home.

What scams target domestic worker job seekers?
Watch for agencies that charge fees or cut wages, although Law 2/2026 Article 28 bans this, and for anyone, including someone posing as an employer, who asks you to send travel money first. The most dangerous is trafficking: in 2023 the Tambora police in Jakarta broke up a scheme that recruited women through domestic-worker ads for prostitution, and in 2024 Bareskrim arrested people who sent would-be domestic workers to Turkey on tourist visas.

- The agency asks for a registration or training fee, or a cut of your first month's pay; Law 2/2026 bars P3RT agencies from charging any fee.
- The agency holds your ID card, diploma or other original documents as a guarantee, or you are not allowed to keep your phone.

Can a domestic-worker agency charge a registration fee or cut my wages?
No. Law 2/2026 Article 28(1)(a) bars domestic-worker placement agencies (P3RT) from cutting wages or charging candidates and workers any fee in any form or for any reason. Article 24(2) adds that training a P3RT or employer sends you to or pays for is not charged to you. Do not pay, keep the evidence and report it to the local manpower office.
Can an agency keep my original ID card or diploma?
No. Law 2/2026 Article 28(1)(b) bars P3RT agencies from holding candidates' and workers' original personal documents or blocking their communication. Hand over photocopies only, keep the originals yourself and leave copies with your family. If a prospective employer asks for originals as a guarantee, refuse and ask the neighbourhood head (RT/RW) or the manpower office for help.
Can a child under 18 work as a domestic worker?
No. Law 2/2026 Article 5(a) requires domestic workers to be at least 18. Be suspicious of recruiters who take children to another city to work in someone's home: domestic-worker ads have been used to lure women and girls into prostitution. Report violence against women and children to SAPA 129, or to the police on 110.
What is the difference between live-in and live-out domestic work?
Law 2/2026 Article 9 divides domestic workers into full-time and part-time. In ads, live-in (menginap) usually means living in the employer's home, while live-out (pulang-pergi) means coming in for set hours. Full-time domestic workers are entitled to decent accommodation (Article 15(1)(k)). Whatever the pattern, write down hours, rest days, leave and pay in the agreement.
I was offered domestic work in Saudi Arabia on an umrah visa. Is that legal?
No. Ministerial Decree 260/2015 stopped the placement of Indonesian workers with private employers, including domestic workers, in 19 Middle East countries from 1 July 2015, and it is still in force. In March 2026 KP2MI said brokers still send workers on umrah or pilgrimage visas. Refuse the offer and report it to KP2MI.
Where can I complain if my rights as a domestic worker are not met?
Law 2/2026 Article 31 asks for a settlement by discussion first, within 7 days. If that fails, a dispute with the employer is mediated by the neighbourhood head (RT/RW) where you work, and one involving an agency is mediated by a manpower office mediator, who must settle it within 7 days (Article 32). For violence, contact SAPA 129 or the police.
