What is an LPK?

An LPK (Lembaga Pelatihan Kerja) is an institute that provides job-skills training. Under Law 13/2003 as amended by Law 6/2023, Article 13, job training can be run by government, private or company institutions, and Article 14 requires a private LPK to hold a business licence from the regency or city government. If an LPK charges a fee, ask for the cost, schedule, content and type of certificate in writing before you pay.

How do you check an LPK's licence and accreditation?

Start with the Temukan Mitra (find a partner) feature on the Ministry of Manpower's Skillhub: search the LPK's name and look at its type, whether it is operating and its accreditation status. Because a private LPK must hold a business licence from the regency or city government, you may ask to see it and check with the local labour office (Disnaker). Ministry accreditation looks at, among other things, whether courses are built on competence standards such as SKKNI.

Can an LPK send people to work abroad?

An LPK is not a placement body for migrant workers. Law 18/2017 Article 49 lists only the Agency (now run as KP2MI/BP2MI), licensed placement companies (P3MI) and companies placing workers for their own operations, and Article 69 prohibits individuals from placing migrant workers. An LPK may teach languages and skills, but the job order and placement must be recorded through a P3MI or an official scheme on SISKOP2MI.

What about LPKs that send technical interns to Japan?

Overseas apprenticeships are governed separately by Ministry of Manpower Regulation 8/2008, still in force according to the ministry's legal database. Sending organisations recognised for technical intern training in Japan appear in the official list on the website of OTIT, Japan's technical intern training supervisor, and many of them are LPKs. Look the LPK up in that list before you sign up. Japan will replace technical intern training with the Employment for Skill Development system from 1 April 2027.

Which costs should you question when joining an LPK?

Keep training costs separate from placement costs for work abroad. For placement, Law 18/2017 Article 30(1) says migrant workers cannot be charged placement costs. KP2MI Regulation 17/2025 makes the employer bear the placement-cost components, and the worker may be charged only costs written and itemised in the Placement Agreement (Perjanjian Penempatan). Any request for money outside that document, in cash or to a personal account, is a red flag, including when an LPK calls it a departure fee.

What are the warning signs of a bad LPK?

Be wary of an LPK that promises departure or a job without tests and employer selection, asks for a security deposit, tells you to transfer money to a personal account, or does not appear on Skillhub. For SSW, Japan's Immigration Services Agency requires that no security deposit has been collected from the worker. Also be wary of an LPK recruiting for a closed route, such as SSW food service in Japan: Japan's Immigration Services Agency has not granted new COE applications received since 13 April 2026. Get every promise and cost in writing.

Frequently asked questions

Is an LPK certificate the same as a BNSP competence certificate?

Not necessarily. An LPK usually issues a training certificate. A competence certificate is issued after you pass a competence test by a BNSP-licensed certification body (Law 20/2003 Article 61), and you can check it on the BNSP website with its blank or certificate number.

May an LPK create and keep my SISKOP2MI account for me?

No. Prospective migrant workers choose job orders and upload documents through their own Sisko P2MI account (KP2MI Regulation 2/2026 Article 9). Never give your account password or one-time code to an LPK, an agent or anyone else.

An LPK promises a job in Japan without any test. Is that possible?

Routes to work in Japan involve tests and selection by the employer. The technical intern training programme will also be replaced by the Employment for Skill Development system from 1 April 2027. A promise of work without a test or selection is a warning sign; check the route in KarirAman's Japan guide and check the institute in the official lists.
