What does a heavy equipment operator do in Indonesia?

A heavy equipment operator runs excavators, bulldozers, wheel loaders, graders, compactors, dump trucks or cranes to dig, move, haul and lift material at mines, construction sites, ports, industrial estates and smelters. Manpower Ministerial Regulation 8/2020 classes cranes as lifting equipment and excavators, dozers, loaders, graders and dump trucks as transport equipment. Daily work also includes checking the machine, following signals and logging machine hours. Job ads often ask for an SIO or a K3 licence; under Regulation 8/2020, an operator's authority is shown by a K3 licence for the machine type and class.

  • Check the machine before use: oil, tyres or tracks, brakes, lights, reversing alarm and leaks.
  • Operate excavators, bulldozers, wheel loaders, graders, compactors, dump trucks or cranes within the scope of your licence.
  • Dig, load, level, compact, haul or lift material according to the daily work plan.
  • Follow signals from supervisors, spotters or riggers, and keep a safe distance from other workers.
  • Log machine hours, fuel and defect reports for the mechanics.
  • Join the pre-shift safety talk and report fatigue or unsafe conditions.

What do you need to become a heavy equipment operator?

Under Manpower Ministerial Regulation 8/2020 Article 155, excavator, loader, dozer, grader and dump truck operators need at least junior secondary school, at least one year assisting in the field, a doctor's fitness statement, a minimum age of 19, a competence certificate and a K3 licence. The licence lasts five years but only while you work for the company that applied for it; if you change jobs, the new employer applies for the change (Articles 162 and 163).

What training do you need to become a heavy equipment operator?

There are three routes: training at government training centres (BLK or BPVP) through the ministry's Skillhub portal, which charges participants nothing and in some programmes awards an SIO after the competence test; accredited private training institutes (LPK); and in-house company training. Check an LPK's status on Skillhub before paying, and make sure training ends with a test by a BNSP-licensed LSP. The national competence standard is the SKKNI for lifting, transport and rigging operations (Decree 180/2024).

Can a heavy equipment operator work abroad safely?

Yes, but only through official placement channels: the vacancy must appear on SISKOP2MI and the recruiter must be a licensed placement company (P3MI). On costs, Law 18/2017 Article 30(1) says migrant workers cannot be charged placement costs. Ministerial Regulation P2MI 17/2025 makes the employer pay placement costs, and the worker may be charged only costs written and itemised in the Placement Agreement. Any other demand for money, in cash or to a personal account, is a red flag.

How do you become a crane operator at a port or construction site?

Crane operators, including mobile, tower, crawler and port container cranes, are graded by Manpower Ministerial Regulation 8/2020 as class III, II and I. Class III needs at least junior secondary school, while classes II and I need senior high school; class I also needs two years of experience and a minimum age of 20. Moving up takes two continuous years in your class and passing the operator test, and only senior high school graduates can move from class III to II (Articles 147 to 149).

What are the fatigue, safety gear and roster rules for operators at mine sites?

For operators on shifts, the fatigue rules matter most: Energy and Mineral Resources Ministerial Decree 1827 K/30/MEM/2018 requires mines to identify and control causes of fatigue, train shift workers to prevent it, set shift patterns and assess fatigue before and during each shift. Law 1/1970 Article 14 requires personal protective equipment to be provided free of charge. How do you check a licence and a training centre before paying?

Heavy equipment operators with a valid certificate and licence are easier for employers to trust, and your training money is not wasted. Before you sign up for a course or accept an offer:

  1. Look up the training institute in the Temukan Mitra service on Skillhub and check its accreditation status. Data on K3 service companies (PJK3) and K3 personnel is on the ministry's TemanK3 portal.
  2. Ask which certification body (LSP) runs the test, and make sure it appears in BNSP's directory.
  3. After the exam, check your competence certificate number on the BNSP website.
  4. Remember that the employer applies to the Ministry of Manpower for the K3 licence (Regulation 8/2020 Article 159) and that the licence is valid only while you work there (Article 163). Someone selling cards without an exam, or cards said to work at any company, is not offering an official route.
  5. Keep official receipts for every training payment, and never pay into a personal account.

What is the career path for a heavy equipment operator?

Many operators start as a helper or operator's assistant, move on to small machines, then to larger machines or higher crane classes. For cranes, Manpower Ministerial Regulation 8/2020 Article 149 allows moving from class II to I, and from class III to II for senior high school graduates only, after two continuous years in a class and passing the test. Experienced operators can become instructors or move into machine maintenance through the technician and mechanic route.     What to do: Do not transfer anything. The Ministry of Manpower says legitimate recruitment does not charge applicants.

  • The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.

    What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

  • You are asked for a photo of your KTP or family card, a selfie holding your ID, your bank account number, an OTP code, a PIN or a password before any written job offer.

    What to do: Do not send them. OJK says never to give an OTP, PIN or password to anyone, and identity data can be misused for illegal online loans.

  • The interview invitation arrives as an app file (APK) or a link that asks you to install an app.

    What to do: Do not open it. OJK and Kominfo warn that fake APK files can read SMS messages with OTP codes and then drain bank accounts.

  • After the interview you are asked to hand over your original diploma or other original personal documents as a guarantee for the job.

    What to do: Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from requiring or holding original diplomas and personal documents as a guarantee for the job. The only exception is a diploma or competency certificate from education or training paid for by the employer under a written employment agreement, and the employer must keep it safe and compensate you if it is damaged or lost. Which job scams target heavy equipment operators?

Watch for recruiters who make you pay for certified training, a medical check-up or a psychological test at a provider they choose before any interview; in August 2026 the East Jakarta manpower office named this a fake job tactic. Where can you find safe heavy equipment operator vacancies?

Look on the official careers pages of contractors, mining companies or equipment rental firms, and on the Ministry of Manpower's Karirhub portal. Check the company's registered name in AHU and make sure test invitations come from a company e-mail domain. Manpower Ministerial Regulation 18/2024 Article 51 says that when employers recruit directly, they bear placement costs, so you do not need to pay to be hired. Can I take my K3 licence (SIO) to a new employer?

Not automatically. Manpower Ministerial Regulation 8/2020 Article 163 says a K3 licence is valid only while you work for the company that applied for it; if you move before it expires, the new employer applies for the change. SIO is the name the ministry's Skillhub portal uses for the same authority card. A card sold as a personal licence that works at any company does not match this rule. Keep your competence certificate safe, because it is attached to the licence application (Article 159).

Can a school leaver with no experience become a heavy equipment operator straight away?

Usually not straight away. Manpower Ministerial Regulation 8/2020 Article 155 requires excavator, loader, dozer, grader and dump truck operators to be at least 19 and to have at least one year of experience assisting in the field, besides a competence certificate and a K3 licence. A common way in is a helper or operator's assistant post, covered on our mining worker page. Class II and I cranes require a senior high school certificate (Articles 147 and 148).

Do I have to pay for a medical check-up for an operator job?

No. Law 1/1970 Article 8 requires employers to have the health of workers they hire examined. In August 2026 the East Jakarta manpower office named requests to pay for a medical check-up or psychological test at a place chosen by the recruiter, before any interview, as a fake job tactic. The specific health-check rules at mines are covered on our mining worker page.

Is a SIM B II driving licence enough to operate heavy equipment?

No. A SIM B II is needed to drive heavy equipment vehicles on the road (Law 22/2009 Article 80(c)), with a minimum age of 21 and after holding a SIM B I for at least 12 months (Article 81). To operate a machine at work, Manpower Ministerial Regulation 8/2020 Article 140 requires a competence certificate and a K3 licence from the Ministry of Manpower. The two come from different rules and do not replace each other.
