What does a construction worker do in Indonesia?

Construction workers (tukang bangunan) build the physical parts of a building: laying bricks and plaster, making formwork and pouring concrete, carpentry including HPL-laminated interiors, tiling, painting and simple plumbing. Law 2/2017 Article 68 groups construction workers into operator, technician or analyst, and expert qualifications; final-year students and recent graduates of SMK construction programmes, for example, can be certified at operator level after extra competency training (Public Works Ministerial Regulation 8/2022 Article 28). Builders are usually paid a daily wage or a piece rate and work under a site foreman (mandor).

  • Lay bricks, plaster and skim walls according to the drawings.
  • Build formwork, tie reinforcing steel and pour concrete.
  • Do carpentry: frames, doors, ceilings, roof trusses or HPL-laminated interior furniture.
  • Lay ceramic tiles, granite or other flooring with neat falls and joints.
  • Paint walls and woodwork, including surface preparation.
  • Install simple clean-water and waste pipes.
  • Measure with tape and spirit level, and keep the work area tidy and safe.
  • Crew leader (mandor): assign the crew's tasks, manage materials, record attendance and handle wage payments.

What do you need to work as a construction worker in Indonesia?

In construction services, Law 2/2017 Article 70 requires every construction worker to hold a work competency certificate (SKK) and requires clients and contractors to employ certified workers. The SKK is obtained through a competency test by a professional certification body and recorded in the construction services information system (Government Regulation 14/2021 Article 28). Under Government Regulation 22/2020 Article 29, it is valid for five years.

What does a typical construction worker job ad in Indonesia ask for?

Ads for construction workers usually state the trade wanted (masonry, concrete, carpentry, painting, tiling or plumbing), the site location, the length of the job, daily or piece-rate pay, and whether housing is provided on site. How much does a construction worker earn in Indonesia?

The pay rules are clear: wages may be paid by unit of time (daily or weekly) or by agreed unit of output, such as piece rates (Government Regulation 36/2021 Articles 14 and 18), must come with an itemised payslip (Article 53) and must be paid at least monthly (Article 55). Article 17 works out a day's wage as the monthly wage divided by 25 or 21.

Which training and certification path suits construction work?

Formal routes include construction programmes at vocational schools (SMK), public vocational training centres (BLK or BPVP) and private training institutes. Public Works Ministerial Regulation 8/2022 Article 28 lets final-year students and graduates of SMK construction programmes, within two years of graduating and after extra competency training, certify at operator level 2 (three-year programmes) or level 3 (four-year programmes). Applicants from operator level 1 to technician level 4 may get help filing their SKK application on the ministry's portal (Article 22).

Can a construction worker from Indonesia work abroad safely?

Yes, through official routes: Japan's Specified Skilled Worker scheme has a construction field and Malaysia's PLKS work pass covers construction. Korea has the E-9-2 construction visa, but the 2026 EPS-TOPIK registration announced by KP2MI covered only manufacturing and fisheries. On costs, Law 18/2017 Article 30(1) says migrant workers cannot be charged placement costs. Ministerial Regulation P2MI 17/2025 puts placement costs on the employer and allows charging the worker only costs written and itemised in the Placement Agreement. Any other request for money is a red flag.

What does a crew leader (mandor) do, and who is responsible for wages?

A crew leader (mandor) runs a team of builders on site: assigning work, managing materials, recording attendance, and may be asked to pass on wages from the contractor. The law stays the same: Government Regulation 36/2021 Article 53 requires wages to be paid to the worker concerned with an itemised payslip, and payment to a third party only on the worker's written authority. If you are a crew leader, record each builder's attendance and payments in writing; if you are a builder, ask for a copy.

What safety and BPJS rights do site workers have?

Law 2/2017 Article 59, as amended by Law 6/2023, requires clients and contractors to meet security, safety, health and sustainability standards. Manpower Ministerial Regulation 5/2021 Articles 66 and 67 require contractors to enrol site workers in BPJS Employment's JKK and JKM schemes, with each worker's name and address, within 14 working days of the work order. Ask your crew leader or contractor for the project's membership number.

Legal status: the Labour Protection Law was approved by the DPR and the Government on 6 October 2026 but has not been promulgated and its text is not public. Until it takes effect, the rules on this page apply.

How can you make sure building site work is safe and paid?

Safe site work has a clear employer, written records of pay and protection if there is an accident.

  1. Note the contractor's name, the site address and the crew leader's name before you start.
  2. Ask for a written daily or piece-rate agreement stating the type of work and the wage.
  3. Ask for the project's BPJS Employment membership number.
  4. Keep your own record of working days and every payment you receive.
  5. Do not pay a recruiter travel money, a placement fee or for an SKK without a test.
  6. For work abroad, check the placement agency and the vacancy on SISKOP2MI before handing over your passport or any money.

    What to do: Do not transfer anything. The Ministry of Manpower says legitimate recruitment does not charge applicants.

  • The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.

    What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

  • You are asked for a photo of your KTP or family card, a selfie holding your ID, your bank account number, an OTP code, a PIN or a password before any written job offer.

    What to do: Do not send them. OJK says never to give an OTP, PIN or password to anyone, and identity data can be misused for illegal online loans.

  • The interview invitation arrives as an app file (APK) or a link that asks you to install an app.

    What to do: Do not open it. OJK and Kominfo warn that fake APK files can read SMS messages with OTP codes and then drain bank accounts.

  • After the interview you are asked to hand over your original diploma or other original personal documents as a guarantee for the job.

    What to do: Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from requiring or holding original diplomas and personal documents as a guarantee for the job. The only exception is a diploma or competency certificate from education or training paid for by the employer under a written employment agreement, and the employer must keep it safe and compensate you if it is damaged or lost. Otherwise, show them for checking, then take them home.

What construction job scams should you watch for in Indonesia?

Watch for wages held back or taken by an intermediary, recruitment through social media groups that ask for travel money or a placement fee, SKK certificates sold without a test, and overseas building jobs outside official routes. The government says Indonesia has no placement cooperation with Cambodia, Myanmar or Thailand, and in July 2026 the Foreign Ministry warned against high-paying jobs abroad outside official channels.

Where can you find safe construction work in Indonesia?

Look for work through contractors with a clear name and address, or through the Ministry of Manpower's Karirhub. Ask for a written daily work agreement, which under Government Regulation 35/2021 Article 11 must state at least the employer's name, the worker's name, the type of work and the wage. Can a daily construction worker become a permanent employee?

Yes. Government Regulation 35/2021 Article 10 allows daily work agreements for work whose timing and volume vary, as long as the worker works fewer than 21 days a month. If you work 21 days or more for three consecutive months, the daily agreement no longer applies and the relationship becomes permanent employment (PKWTT) by law. Article 11 requires daily agreements to be in writing.

How long is an SKK construction certificate valid, and how can you check it?

Under Government Regulation 22/2020 Article 29, the SKK is valid for five years and can be renewed; for operator and technician or analyst positions, renewal is by competency test. Government Regulation 14/2021 Article 28 requires the SKK to be recorded in the integrated construction services information system. The website of LPJK, under the Ministry of Public Works, has a worker search menu for checking it.

Is SKK certification free?

Not always. Public Works Ministerial Regulation 8/2022 Articles 21 and 30 say construction competency certification carries a fee: the certification body (LSP) issues an invoice, and the applicant pays and uploads proof through the ministry's licensing portal. However, Law 2/2017 Article 5(6)(d) and (7), as amended by Law 6/2023, lets the central government support certification funding within the state's financial means. Watch official announcements from the Ministry of Public Works or LPJK for funded certification, and do not pay intermediaries who promise an SKK without a test.

What can you do if a crew leader (mandor) or contractor withholds your wages?

Wages must be paid to the worker with an itemised payslip, on the agreed date and at least monthly (Government Regulation 36/2021 Articles 53 and 55). Record your working days, claim in writing and try bipartite negotiation for up to 30 working days (Law 2/2004 Article 3). If that fails, register the dispute with the regency or city manpower office, attaching proof of the negotiation (Article 4).

Do government home renovation programmes create work for builders?

According to the Minister of Housing and Settlement Areas, quoted by Antara on 3 May 2026, the self-help housing stimulus programme (BSPS, known as bedah rumah) sets aside part of its assistance for workers' wages and involves local workers. Ask the programme's implementers in your area directly, and refuse any intermediary who asks for money to get you hired as a builder.
