What do airport ground staff do in Indonesia?

Airport ground staff is a catch-all for ground jobs at an airport: check-in and passenger service agents, ramp and baggage handlers, aircraft marshallers, load-documentation staff and aviation security (AVSEC) officers. Indonesia's national competency standard for airport activities (SKKNI, Kepmenaker 226/2020) includes units such as passenger check-in, baggage handling operations and aircraft marshalling. Employers include airport operators, ground handling companies and airlines.

  • Assist arriving, transit and transfer passengers, including passengers who need special assistance.
  • Weigh, tag, load and unload baggage and cargo according to procedure.

  • Marshal aircraft to their stands and coordinate movements on the airside.
  • Prepare load documents and manifests so the aircraft's load matches the plan.

What do you need to become airport ground staff in Indonesia?

Requirements depend on the position. Article 222 of Law 1/2009, as amended by Law 6/2023, requires airport personnel to hold a licence or a competency certificate obtained through education or training at a government-accredited institution; for AVSEC, the Directorate General of Civil Aviation issues the aviation security personnel licence. Ads usually ask for senior high school (SMA/SMK) for service and ramp roles, or an aviation diploma for technical roles, plus physical fitness and readiness for shift work.

How much do airport ground staff earn in Indonesia?

Airport ground staff must be paid at least the minimum wage that applies where the airport is: the city or regency minimum (UMK), or the provincial minimum (UMP) where no UMK is set. Government Regulation (PP) 36/2021, Article 23, bans paying below it for workers with under one year of service. Many ground staff work through outsourcing companies; under PP 35/2021, Article 18, the outsourcing company is responsible for its workers' wage protection and welfare.

Which education routes lead to airport ground jobs?

A common route into airport ground work is vocational school (SMK) followed by role-specific training at an accredited institution. For technical roles, aviation polytechnics run diploma programmes such as D3 Operasi Bandar Udara (airport operations) and D3 Pertolongan Kecelakaan Pesawat (aircraft accident rescue) at the Indonesian Aviation Polytechnic in Curug. For AVSEC, the Directorate General of Civil Aviation lists KM 40 of 2024 on the national aviation security training programme and the aviation security personnel licence.

Can Indonesians work as airport ground staff abroad?

Airport ground staff can go to Japan through the Specified Skilled Worker (SSW) aviation field. The Immigration Services Agency of Japan page dated 17 July 2026 lists ground handling work: handling and loading baggage and cargo, cleaning aircraft and passenger handling, under the supervision of team leaders. You must pass the aviation skills test and Japanese at about JLPT N4. Leave only through a licensed placement agency (P3MI) or the official KP2MI route.

What are working conditions and rights like for airport ground staff?

Airport ground staff usually work shifts, including nights and public holidays. Under PP 35/2021, normal working time is 40 hours a week (Article 21), overtime is capped at 4 hours a day and 18 hours a week (Article 26), and overtime must be paid (Article 27). Law 13/2003, Article 76, requires nutritious food and security for women working between 23.00 and 07.00. Employers must also register you with BPJS.

How do you apply for an airport job safely?

Applying safely for an airport job means checking that the employer is real, that any training comes from a legitimate institution and that nobody asks for money to get you hired.

  1. Find the same vacancy on the official careers site of the airport operator, ground handling company or airline.
  2. Look up the company, including any outsourcing company, on AHU and make sure invitations come from the company's email domain.
  3. Turn down insider or "titipan" offers, or any promise that you will pass, made in exchange for money.
  4. Before paying for a course, ask for proof of the institution's licence and which certificate you will receive.
  5. Get your own documents through official channels, for example the Panduan Warga police clearance (SKCK) guide.

    What to do: Do not transfer anything. The Ministry of Manpower says legitimate recruitment does not charge applicants.

  • The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.

    What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

  • You are asked for a photo of your KTP or family card, a selfie holding your ID, your bank account number, an OTP code, a PIN or a password before any written job offer.

    What to do: Do not send them. OJK says never to give an OTP, PIN or password to anyone, and identity data can be misused for illegal online loans.

  • The interview invitation arrives as an app file (APK) or a link that asks you to install an app.

    What to do: Do not open it. OJK and Kominfo warn that fake APK files can read SMS messages with OTP codes and then drain bank accounts.

  • After the interview you are asked to hand over your original diploma or other original personal documents as a guarantee for the job.

    What to do: Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from requiring or holding original diplomas and personal documents as a guarantee for the job. The only exception is a diploma or competency certificate from education or training paid for by the employer under a written employment agreement, and the employer must keep it safe and compensate you if it is damaged or lost. Which job scams target airport ground staff applicants?

How do airport ground staff differ from flight attendants, guards and pilots?

Airport ground staff work on the ground: terminals, aprons and cargo sheds. Flight attendants work in the aircraft cabin, and pilots fly the aircraft under a pilot licence. Security guards protect buildings or sites in general, while AVSEC officers carry out aviation security screening under the National Aviation Security Programme, which the Directorate General of Civil Aviation says was set by KM 39 of 2024.

Yes, especially in passenger service, check-in, ramp and baggage roles. Article 222 of Law 1/2009, as amended by Law 6/2023, requires airport personnel to hold a licence or a competency certificate obtained through education or training at a government-accredited institution; for AVSEC, the Directorate General of Civil Aviation issues the aviation security personnel licence. Do not believe it and do not pay. In 2024, FHCI and the Ministry of SOEs also stated that every stage of the joint state-owned enterprise (BUMN) recruitment was free. Report such offers.

Are airport training courses that promise job placement trustworthy?

Check the institution's licence first. Airport staff competency certificates come from institutions accredited by the government (Article 222 of Law 1/2009 as amended by Law 6/2023), and the Directorate General of Civil Aviation supervises aviation security training institutions. No institution can promise that an airline or airport operator will hire you. The Ministry of Manpower says a fee in recruitment is almost certainly fraud.

Can I work in airport ground handling in Japan?

Yes, through the Specified Skilled Worker (SSW) aviation field. According to the Immigration Services Agency of Japan page dated 17 July 2026, the work covers handling and loading baggage and cargo, cleaning aircraft and passenger handling, under the supervision of team leaders. You must pass the aviation skills test and a Japanese test at JFT-Basic A2.2 or JLPT N4.

Do I have to pay placement fees for an airport job abroad?

Law 18/2017, Article 30(1), states that Indonesian migrant workers cannot be charged placement costs. Ministerial Regulation P2MI 17/2025 makes the employer pay placement costs by default, and you may be charged only costs written and itemised in the Placement Agreement (Perjanjian Penempatan). Any request for money outside that document, in cash or to a personal account, is a red flag. Japan's SSW rules also ban security deposits.
