What is the AK1 job seeker card in Indonesia, and is it still valid?

Kartu kuning (yellow card) is the everyday name for the AK/I or AK1, the job seeker registration card that district and city labour offices (Disnaker) issued under Article 38 of Manpower Regulation 39/2016. That regulation was revoked by Article 86(a) of Manpower Regulation 18/2024, in force since 30 December 2024. Its replacement is the SIAPkerja-ID, or Digital Workforce Card, a digital labour document with your identity and employment status issued through SIAPkerja (Article 1(20)). Job seekers who are about to work must hold one (Article 43(1)). The Sidoarjo labour office, for example, still calls the job seeker card applied for through SIAPkerja an AK1.

How do I apply for the card online through SIAPkerja?

Article 43(2) of Manpower Regulation 18/2024 names two steps: create an account and fill in your personal profile on SIAPkerja. An example from the Sidoarjo labour office (6 January 2025): open siapkerja.kemnaker.go.id and register with your NIK (ID number), full name and mother's maiden name, then an e-mail address, phone number and password confirmed by an OTP code. Complete your profile: photo, personal data, KTP address, education, work experience, training or certificates, and languages and skills. Then click Daftar Pencari Kerja (register as a job seeker) and apply for the job seeker card. How the card is printed can differ between labour offices.

What are the requirements for the card?

For SIAPkerja-ID, Manpower Regulation 18/2024 requires only an account and a personal profile on SIAPkerja (Article 43(2)); the profile includes your NIK, education and work experience. The old rule, Article 38(2) of Manpower Regulation 39/2016, asked for a copy of your ID card, two colour photos, a copy of your last diploma, and a competence certificate and work-experience letter if you had them. Keep digital copies of these documents, because some labour offices still ask for them when printing a card.

How long is the card valid?

Under the old rule, the AK/I card was valid for 2 years, and job seekers who had not found work had to report to the labour office every 6 months (Manpower Regulation 39/2016, Article 39(3) and (4)). That rule has been revoked. Manpower Regulation 18/2024 sets no validity period for SIAPkerja-ID. If an office asks for a card that is still valid, ask which date limit it uses, and update your SIAPkerja profile before printing a new card.

Where can I get the card in person?

Go to the district or city labour office (Disnaker) where you live. Under Article 19(2) of Manpower Regulation 18/2024, employment officers (Pengantar Kerja) at the office help job seekers fill in their profile and facilitate the SIAPkerja-ID. Bring your ID card and an active phone number, because registration still uses a SIAPkerja account. Opening hours and how the card is printed can differ by region; check your labour office's official website or social media before you go.

What is the SIAPkerja-ID used for?

A SIAPkerja-ID opens the domestic job placement services on SIAPkerja (Manpower Regulation 18/2024, Article 44). Job seekers recruited directly by an employer must hold one (Article 45(2)), as must job seekers who want to be promoted at job fairs (Article 36(3)) and those placed through private placement agencies (Article 58). How do I avoid scams that use the kartu kuning name?

Be wary of paid offers to arrange a kartu kuning quickly, and never give anyone your OTP code or SIAPkerja password. Registering a SIAPkerja account is free (Manpower Regulation 18/2024, Article 36(4)), and an OTP code is only for you to enter yourself on the official site. The official address is siapkerja.kemnaker.go.id; do not enter your NIK or mother's maiden name on any other link. Report any official or broker who asks for money.

Do I still need a kartu kuning to apply for jobs in Indonesia?

The national rule on the kartu kuning (AK/I) was revoked on 30 December 2024. Article 43 of Manpower Regulation 18/2024 now requires job seekers who are about to work to hold a SIAPkerja-ID. If a vacancy or office still asks for a kartu kuning, ask whether your SIAPkerja-ID or a job seeker card printed from SIAPkerja is enough.

Is there a fee for the kartu kuning or SIAPkerja-ID?

No. Article 36(4) of Manpower Regulation 18/2024 says registering a SIAPkerja account is free. When the old rule applied, the Ministry of Manpower also stated on 19 June 2021 that issuing and printing the AK/I card was free. Anyone who asks for money to arrange it should be reported.

I am under 18. Can I get the card?

Manpower Regulation 18/2024 sets no age limit for SIAPkerja-ID. However, Law 13/2003 defines everyone under 18 as a child (Article 1(26)) and bans employers from employing children (Article 68), except light work at age 13 to 15 under strict conditions (Article 69). Ask your local labour office if you are under 18.
