What does a notary in Indonesia do?
A notary draws up authentic deeds of acts, agreements and decisions that the law requires or the parties want, and keeps the original deeds as part of the notary's protocol. Law 2/2014 Article 15 also authorises notaries to legalise signatures, register private documents, draw up land-related deeds and give legal advice on deeds. Article 37 requires free services for people who cannot afford them.

What are the requirements to become a notary in Indonesia?
The requirements are set by Law 2/2014 Article 3 and detailed in Permenkum 22/2025 Article 2: Indonesian citizenship, age 27 or older, physical and mental health, a law degree and a master's in notarial law, a 24-month continuous internship at a notary office after the master's, not being a civil servant, state official or advocate, and no prison sentence for a crime punishable by five years or more.

What does a typical notary job description look like?
Notaries are not hired through job ads, because the office is conferred by the minister responsible for law. The ads you see usually seek candidate notaries for an internship or staff for a notary office. We wrote the description below ourselves from the pattern of such ads; it is not a vacancy from any office. Permenkum 22/2025 requires the internship office to have operated for at least five years and issued at least 100 deeds.

How much does a notary earn in Indonesia?
Notaries are not paid by the state; their income comes from fees (honorarium) for their legal services. Law 30/2004 Article 36 states that the fee depends on the economic and social value of each deed, with upper limits set by the law. KarirAman does not yet have notary income data that meets our standards. For staff and candidate notaries employed by an office, the floor is the local minimum wage.

What education do you need to become a notary in Indonesia?
The route starts with a law degree (S1 Ilmu Hukum), followed by a master's in notarial law (magister kenotariatan). Law 2/2014 Article 3 requires both, and the 24-month internship only counts after you finish the master's. Permenkum 22/2025 also accepts the older notarial specialist diploma. During the internship, Law 2/2014 Article 16A requires candidate notaries to keep deeds and the information used to draft them confidential.
What is the difference between a notary and a PPAT, and how do you become a PPAT?
A PPAT (Pejabat Pembuat Akta Tanah, land deed official) is a public official who draws up authentic deeds of certain legal acts on land rights or strata title units (Government Regulation 24/2016). Requirements include age 22 or older, a law degree with a notarial master's or special PPAT training, passing the agrarian ministry's exam and interning at a PPAT office for at least a year. A PPAT may not also be a private employee or advocate.
Why do candidate notaries have to wait for a quota place?
The number of notaries in each regency or city is capped by the notary quota (Formasi Jabatan Notaris), which Law 2/2014 Article 22 bases on business activity, population and the average number of deeds per month. Permenkum 22/2025 requires each application to name one seat. If the quota is full, a candidate joins a waiting list, with at most five applications, or chooses another area that still has places.
What role do ethics and supervision play in a notary's career?
Ethics come before appointment: Permenkum 22/2025 Article 2 requires candidates to attach an ethics certificate from the notary organisation. The March 2026 notary ethics exam had 921 candidates, and the Director General of AHU called it an important stage before appointment. After appointment, notaries are supervised by the minister through a Supervisory Board with government, notary organisation and academic members (Law 30/2004 Article 67).
How do you become a notary in Indonesia, step by step?
Notaries are appointed by the minister responsible for law through the Directorate General of General Legal Administration (AHU). Under Permenkum 22/2025, the steps are:
- Complete the requirements: a law degree and a notarial master's, an internship letter covering 24 months and known to the notary organisation, a physical health certificate from a hospital doctor, a mental health certificate from a psychiatrist, a police clearance (SKCK) and the ethics certificate.
- Wait for the AHU announcement that the application form is open. It opens at least once a year, and the form must be filled in within 14 days of the announcement.
- Apply online on the official AHU website for one regency or city and pay the appointment access fee (PNBP) under the Ministry of Law's rules, then send the documents no later than 20 days after registration closes.
- Correctors and a verifier check the file. If it is complete, the applicant pays the official non-tax state revenue (PNBP) fee for appointment, separate from the access fee, under the Ministry of Law's PNBP rules.
- The minister issues the appointment decree electronically. After taking the oath, the notary must actually start practising within 60 days (Law 2/2014 Article 7).
Be suspicious of anyone offering a "fast track" to appointment for payments outside these two official PNBP fees. Check the notary office you are applying to directly with the office, and if a vacancy uses a company's name, check its legal entity.

The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.
What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

What scams target people applying to notary offices?
The recorded scams are fake vacancies that use a notary office's name to ask for money or personal data. In December 2022, local media reported that at least 13 applicants in Nunukan transferred money for a fake vacancy at a notary and PPAT office. In April 2026, a notary office in Batu denied a staff vacancy that used its name. Check directly with the office before sending anything.

Where can I find a safe notary internship or notary office job?
Candidate notaries usually find internships through their notarial law programme, the notary organisation, or by applying directly to a notary office. Law 2/2014 Article 3 says the internship can be on your own initiative or on the notary organisation's recommendation. How long does it take to become a notary in Indonesia?
The route is long: a law degree (S1 Hukum), then a master's in notarial law (S2 Kenotariatan), then an internship or employment at a notary office for at least 24 consecutive months after the master's (Law 2/2014 Article 3). You then need an ethics certificate from the notary organisation, an appointment application through the Directorate General of AHU, and an open quota place. You must be at least 27 when appointed.
What is the difference between a notary and an advocate in Indonesia?
A notary is a public official who drafts authentic deeds and must not take sides (Law 2/2014 Article 16). An advocate represents and defends clients, including in court. Law 2/2014 Articles 3 and 17 bar notaries from also serving as advocates, civil servants or state officials, so a person has to choose one office.
Can a notary also be a land deed official (PPAT)?
Yes, with conditions. Government Regulation 24/2016 Article 7 allows a PPAT to also hold the office of notary at the notary's seat. A PPAT is appointed through a separate route, however: passing the agrarian ministry's exam and interning at a PPAT office for at least one year after notarial education (Article 6). In the 2026 PPAT exam, 2,929 registrants were notaries.
Until what age can a notary serve in Indonesia?
Law 30/2004 Article 8 sets honourable retirement at 65, extendable on health grounds. Permenkum 22/2025, which implements Constitutional Court Decision 84/PUU-XXII/2024, sets the limit at 67, 68, 69 or 70 for notaries whose term has been extended.
Do staff at a notary office need a law degree?
Not always. Notary offices also employ administrative staff and staff who help prepare deed files. Only candidate notaries doing their internship must hold the master's in notarial law. Can a notary office keep my original diploma?
Not as security for the job. Minister of Manpower Circular M/5/HK.04.00/V/2025 of 20 May 2025 bans employers from requiring or holding original diplomas and personal documents as security. The only exception covers diplomas or certificates from education paid for by the employer, under a written agreement. Hand over copies, and keep your own records of your internship.
