What does a legal officer do in Indonesia?
A legal officer (staf legal) keeps a company's activities lawful: drafting and reviewing contracts, handling business licences, preparing corporate documents with a notary, tracking new regulations and supporting outside counsel in disputes. Under Government Regulation 28/2025 Article 1, the NIB is proof of a business's registration and OSS is the electronic system for risk-based licensing, so a legal officer needs to be fluent in both. The same field includes paralegals and administrative staff at notary and PPAT offices, whose duties and requirements differ.

What do you need to become a legal officer in Indonesia?
Company legal officers usually hold a bachelor's degree in law, while notary or PPAT office staff can come from senior high school, vocational school or a three-year diploma with administrative skills. Legal officer is not a licensed profession. Advocates are different: Law 18/2003 Article 3 requires a law degree, special advocate training, passing the bar association's exam, at least two continuous years of apprenticeship and a minimum age of 25.

How much does a legal officer earn in Indonesia?

Which study and career path leads to legal work?
The main path is a law degree. From there: becoming an advocate through special advocate training (PKPA), an exam, a two-year apprenticeship and an oath (Law 18/2003); a notary through a master's in notarial law and 24 months at a notary's office (Law 2/2014 Article 3); or a land deed official (PPAT), which under Government Regulation 24/2016 Article 6 needs that master's or special PPAT training, a land ministry exam and at least one year of apprenticeship.

What is it like to work at a notary or PPAT office?
Staff at notary and PPAT offices prepare draft deeds, check the parties' identities and files, handle tax and registration paperwork for land deeds, and file the original deeds (minuta). Law 30/2004 Article 40(1), as amended by Law 2/2014, requires every deed read out by a notary to be witnessed by at least two people. A future notary on apprenticeship must keep the contents of deeds and information obtained for them confidential (Law 2/2014 Article 16A), so confidentiality is at the heart of this job.
How is a company paralegal different from a legal aid paralegal?
In companies and law firms, paralegal is used for staff who support advocates or the legal team. A paralegal in the legal sense is defined by Ministerial Regulation 34/2025: a person who gives legal aid on a written assignment from a legal aid provider, meaning a legal aid institute or civil society organisation under Law 16/2011. Requirements include Indonesian citizenship, a minimum age of 18, not being a civil servant, soldier, police officer or advocate, and completing training.
What are a legal officer's working conditions and rights?
Legal officers usually work regular office hours, but contract, licensing or hearing deadlines can add overtime. As an employee you must be registered with BPJS (Law 24/2011 Article 15) and you are entitled to an itemised payslip (Government Regulation 36/2021 Article 53). For internships, the Ministry of Manpower says the new labour protection law caps internships at six months with an allowance, workplace safety, JKK and JKM insurance and a certificate, once the law is promulgated.

Applying safely means confirming the employer is real, the work matches the ad and your original documents stay with you.
- Check the company name in AHU and match the vacancy with the company's official careers page.
- Ask for a detailed list of daily tasks. If the job is debt collection, ask which financial institution it is for and how collection is done.

The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.
What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

What legal officer job scams should you watch for in Indonesia?
One scheme is a vacancy for a legal officer, legal staff or staf hukum that turns out to be intimidating debt collection. OJK Regulation 22/2023 Article 62 requires collection without threats, violence or humiliation, never through anyone other than the consumer, and only Monday to Saturday, excluding public holidays, from 08.00 to 20.00 unless the consumer agreed otherwise in advance. Also watch for internships with no agreement or allowance, held diplomas, and promises of advocate appointment without the exam.

Does a legal officer in Indonesia need a licence or professional certificate?
There is no professional licence for in-house legal staff or legal officers. Advocates are different: Law 18/2003 requires a law degree, special advocate training, passing the bar association's exam, a two-year apprenticeship and an oath at the High Court. Notaries and land deed officials (PPAT) are also appointed by the authorities under their own rules. Contract or compliance courses are optional.
How long is the apprenticeship to become an advocate in Indonesia?
Law 18/2003 Article 3(1)(g) requires an apprenticeship of at least two continuous years at an advocate's office. Other conditions include being at least 25 years old, not being a civil servant and passing the bar association's exam. Before practising, an advocate must take an oath in an open session of the High Court for their legal domicile (Article 4).
Is a debt collection job advertised as 'legal officer' legitimate?
Debt collection is lawful work when done for a financial institution supervised by OJK, including through a licensed collection company that the institution contracts (OJK Regulation 22/2023 Article 61). Article 62 requires collection without threats, violence or humiliation, never through anyone other than the consumer, and only Monday to Saturday, excluding public holidays, from 08.00 to 20.00 unless the consumer agreed otherwise in advance. Check that the company is legal, ask for a written contract, and refuse if you are told to pressure customers or their families.
Can notary office staff act as witnesses to a deed?
Yes, if you meet the witness conditions. Law 30/2004 Article 40, as amended by Law 2/2014, requires every deed read out by a notary to be witnessed by at least two people who are at least 18 or already married, legally competent, understand the deed's language, can sign and initial, and have no marriage or close blood ties with the notary or the parties. Witnesses sign the deed too (Article 44), and a deed that breaks the witness rules counts only as a private deed (Article 41).
What are the NIB and OSS mentioned in legal officer job ads?
Under Government Regulation 28/2025, the NIB (business identification number) is proof that a business is registered and serves as its identity, and the OSS system is the integrated electronic system for risk-based business licensing. Regulation 28/2025 revoked Regulation 5/2021, so make sure any training material or template you use follows the new rules.
