What does a debt collector do in Indonesia?

A debt collector chases instalments that are past due on behalf of a bank, a finance company or a licensed online lender. Desk collectors work from an office by phone, message and e-mail; field collectors visit the billing address. OJK Regulation 22/2023 Article 60 requires the lender to send a written warning first, stating the due date, days overdue, outstanding principal and late fees.

  • Contact overdue customers by phone, message or e-mail, following the schedule and scripts the company has approved.
  • Explain the bill: due date, days overdue, principal, interest or margin, and late fees under the contract.
  • Offer official settlement options, such as a promise to pay, restructuring or full repayment, in line with the lender's policy.
  • Visit the billing address for field collection, carrying a clear assignment letter and identification.
  • Log every contact, promise to pay and visit result in the collection system.
  • Report customer complaints and suspected fraud to a supervisor or the complaints unit.
  • Attend training on collection procedures and the code of conduct, including protecting customers' personal data.

What do you need to become a debt collector?

Desk collection ads usually ask for senior high school, vocational school or a diploma, good communication and resilience under pressure; field collection usually asks for a motorcycle licence and a vehicle. Collectors at finance companies need a professional certificate in collection, and collection agencies must use staff certified by an LSP or an association registered with OJK (OJK Regulation 22/2023 Article 61(3)). What does a typical debt collector job description look like?

Debt collector ads usually mention a monthly collection target, office shifts or field visits, base pay plus incentives, and training in collection procedures. What education or training do debt collectors need?

No specific course leads to debt collection; school leavers and diploma holders from any field can start. Useful skills are negotiation, administration and understanding credit products. Collection certification comes through training and an exam; the head of the online-lending association said the certificate lasts three years (Kontan, 6 May 2024). Where no LSP exists, OJK allows certification by an association or a party OJK appoints.

What does OJK forbid debt collectors to do?

OJK Regulation 22/2023 Article 62(2) requires collection without threats, violence or shaming; without physical or verbal pressure; not directed at anyone other than the customer; not so persistent that it harasses; at the billing address or the customer's home; and only Monday to Saturday from 08.00 to 20.00 local time. The lender is responsible for the consequences of working with a collection partner (Article 61(5)).

What rights do debt collectors have on pay, commission, targets and outsourcing?

If you are an employee, your pay may not be below the minimum wage: Government Regulation 36/2021 Article 23 forbids employers from paying less than the minimum wage, and incentives on amounts collected can be added on top. Fines for missed targets may be deducted from pay only if set out in the employment contract, company regulations or collective agreement (Article 63). If an outsourcing firm hires you, Government Regulation 35/2021 Article 18(3) makes that firm responsible for your protection and pay. A commission-only offer without a written contract is a warning sign.

Legal status: the Labour Protection Law was approved by the DPR and the Government on 6 October 2026 but has not been promulgated and its text is not public. Until it takes effect, the rules on this page apply.

What should you do if you are told to collect in a way that breaks the rules?

If a supervisor tells you to threaten people, chase a borrower's family or friends, or spread borrowers' data, you have the right to refuse. Safe steps:

  1. Refuse politely and, if you can, in writing by work e-mail or message, and keep the evidence.
  2. Keep copies of scripts, targets and work orders that breach OJK Regulation 22/2023 Article 62.
  3. If the lender is not in OJK's directory, stop working there; staying means taking part in an illegal business.
  4. Report collection practices that break the rules to OJK, and report threats or extortion to the police.
  5. For withheld or unlawfully cut pay, start with bipartite negotiation, then mediation at the local manpower office. See the guide to labour dispute mediation.

How do you check an employer before accepting a collection job?

Collectors who work for a licensed lender and a clearly identified collection agency are far better protected. Before you sign anything:

  1. Ask for the full name of the lender or bank whose accounts you will handle.
  2. For online lending, check the name in OJK's directory of licensed providers, or ask Kontak OJK 157.
  3. Check the legal entity of the collection agency or outsourcing firm in AHU, the Ministry of Law's company register.
  4. Ask for a written employment contract that states pay, incentives, target rules and deductions.
  5. Never pay for training, a uniform or certification as a condition of being hired.

    What to do: Do not transfer anything. The Ministry of Manpower says legitimate recruitment does not charge applicants.

  • The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.

    What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

  • You are asked for a photo of your KTP or family card, a selfie holding your ID, your bank account number, an OTP code, a PIN or a password before any written job offer.

    What to do: Do not send them. OJK says never to give an OTP, PIN or password to anyone, and identity data can be misused for illegal online loans.

  • The interview invitation arrives as an app file (APK) or a link that asks you to install an app.

    What to do: Do not open it. OJK and Kominfo warn that fake APK files can read SMS messages with OTP codes and then drain bank accounts.

  • After the interview you are asked to hand over your original diploma or other original personal documents as a guarantee for the job.

    What to do: Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from requiring or holding original diplomas and personal documents as a guarantee for the job. The only exception is a diploma or competency certificate from education or training paid for by the employer under a written employment agreement, and the employer must keep it safe and compensate you if it is damaged or lost. Which job scams target debt collector applicants?

The most dangerous are desk collection jobs for illegal online lenders: no company name, work from a phone or from home, and orders to collect with threats or by spreading data. OJK's illegal-finance task force, Satgas PASTI, shut down 951 illegal lending entities from January to March 2026. Read the duties, not just the title: a job called legal staff or admin can turn out to be collection targets. Watch for pay-deduction fines and paid certification too.

Can a debt collector contact a borrower's family or friends in Indonesia?

Not to collect. OJK Regulation 22/2023 Article 62(2)(c) requires lenders to make sure collection is not directed at anyone other than the customer. Chasing emergency contacts, let alone telling other people about the debt, breaks that rule. Unlawfully disclosing another person's personal data is also banned by Law 27/2022 on Personal Data Protection, Article 65(2).

What hours are debt collectors allowed to call?

Under OJK Regulation 22/2023 Article 62(2)(f), collection may take place only Monday to Saturday outside national holidays, from 08.00 to 20.00 local time. Collecting outside those hours, or away from the billing address or the customer's home, is allowed only with the customer's prior consent or agreement (Article 62(3)).

Do debt collectors need a certificate in Indonesia?

For finance companies, OJK's FAQ on OJK Regulation 43/2024 says the company must ensure staff hold a professional certificate in collection. When collection is outsourced, OJK Regulation 22/2023 Article 61(3) requires the agency to be a licensed legal entity whose staff are certified in collection by an LSP or an association registered with OJK. In online lending, the industry association says collector certificates come after training and an exam.

Can a debt collector be prosecuted?

Yes, if the collection methods break the law. Law 1/2024 (the second amendment to the Electronic Information and Transactions Law) Article 29 bans sending threats of violence or intimidation directly to a victim, and Article 27B(2) bans forcing someone to hand over goods, give a loan, acknowledge a debt or write off a receivable by threatening to defame them or reveal a secret. In November 2025 the National Police used those articles against an illegal lender's desk-collection team. A target set by your boss is no excuse for threats.

How can I make sure I am not working for an illegal online lender?

Check the lender's name in OJK's directory of licensed online lending (pindar) providers; as of 31 July 2026 it listed 94 providers. You can also ask Kontak OJK 157 about a licence. Ask for the name of the collection agency, check its legal entity in AHU and ask for a written employment contract. An office with no company name, work only through a personal phone and a ban on naming the lender are red flags.

How is a debt collector different from telemarketing, customer service and account officers?

Telemarketers sell products by phone, while debt collectors chase payments that are already overdue. Customer service staff answer questions and complaints. Account officers make loans and monitor borrowers from the start, including reminders around the due date; collectors step in when arrears continue. Polite, well-documented collection experience can lead to collection supervisor, credit analyst or customer service roles.
