What does a ride-hailing driver do in Indonesia?

Ride-hailing (ojol) drivers carry passengers, food or parcels based on orders from an app. The work covers accepting orders, picking up and dropping off safely, keeping the vehicle roadworthy, serving customers and managing their own earnings and costs. Drivers choose their own hours but must follow traffic rules and platform standards. Sign-up runs only through the official app, and drivers are partners, not employees.

What do you need to become a ride-hailing driver in Indonesia?

Motorcycle-taxi drivers need a SIM C under Transport Ministerial Regulation PM 12/2019 Article 4, while online taxi drivers need a public-use licence of the right class under PM 118/2018. Licences are issued by the police, with a minimum age of 17 for SIM A and C (Law 22/2009 Article 81). Platforms usually also ask for an ID card, police clearance (SKCK), vehicle registration and a vehicle meeting age and condition rules.

Which education routes lead to ride-hailing work?

Ride-hailing work needs no particular education level, but you need the right licence. Under Law 22/2009 Article 77, driving competence can come from education and training or self-study and is tested when you apply for a licence. Road-safety training, basic English and money-management skills help if you want to move into company courier work, driving jobs or your own business.

How is a ride-hailing partner different from an employee?

Ride-hailing drivers are partners under PM 12/2019 Article 15(1), while employees have an employment relationship with the elements of work, wages and instructions (Law 13/2003 Article 1(15)). Partners register themselves with BPJS Ketenagakerjaan as Non-Wage Earners (BPU). The President announced a Perpres on protecting online transport workers on 1 May 2026, but the SME Minister said on 19 September 2026 that it had not been issued.

What are the current ride-hailing fare and commission rules?

The fee guideline for online motorcycle taxis is set by the Transport Ministry. On JDIH Kemenhub, KP 1001/2022 is still listed as in force with the old cap on app fees.     What to do: Do not transfer anything. The Ministry of Manpower says legitimate recruitment does not charge applicants.

  • The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.

    What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

  • You are asked for a photo of your KTP or family card, a selfie holding your ID, your bank account number, an OTP code, a PIN or a password before any written job offer.

    What to do: Do not send them. OJK says never to give an OTP, PIN or password to anyone, and identity data can be misused for illegal online loans.

  • The interview invitation arrives as an app file (APK) or a link that asks you to install an app.

    What to do: Do not open it. OJK and Kominfo warn that fake APK files can read SMS messages with OTP codes and then drain bank accounts.

  • After the interview you are asked to hand over your original diploma or other original personal documents as a guarantee for the job.

    What to do: Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from requiring or holding original diplomas and personal documents as a guarantee for the job. The only exception is a diploma or competency certificate from education or training paid for by the employer under a written employment agreement, and the employer must keep it safe and compensate you if it is damaged or lost. Otherwise, show them for checking, then take them home.

Which scams target people signing up as ride-hailing drivers?

A common scam is a fake partner registration link spread by chain message to collect personal data; Komdigi labelled one such link a hoax on 5 February 2025 and stressed that registration happens only through the official partner app. Other scams include registration fees paid to individuals and buying or selling accounts. The Ministry of Manpower says a fee in recruitment is almost certainly fraud.

Where can you sign up as a ride-hailing driver safely?

Sign up as a ride-hailing driver only through the platform's official partner app downloaded from an official app store, then complete the face-to-face verification set out in PM 12/2019 Article 16. Are ride-hailing drivers employees of the app company?

What is the ojol commission cap now?

The Transport Minister said a lower commission cap for two-wheel ojol has applied since 1 July 2026. However, on 7 October 2026 the decree listed on JDIH Kemenhub is still KP 1001/2022 with the old cap, and the new rule's number is not listed. Can ride-hailing drivers join BPJS Ketenagakerjaan?

Yes. BPJS Ketenagakerjaan says ride-hailing drivers are Non-Wage Earner (BPU) members and can join old-age savings, work-accident and death benefits. Law 24/2011 Article 16 requires people who are neither workers nor employers to register themselves. According to BPJS Ketenagakerjaan, BPU members get a JKK and JKM contribution discount until December 2026.

Are ride-hailing drivers owed a holiday bonus (THR)?

Drivers are partners, so the employee THR rules do not apply automatically. For 2026, Manpower Circular M/4/HK.04.00/III/2026 urges app companies to pay drivers and couriers a cash holiday bonus at least seven days before Idul Fitri. The circular is an appeal, not a legal obligation, so check the official announcement in your app.

Can I buy or rent someone else's ride-hailing account?

Do not. Transport Ministerial Regulation PM 12/2019 Article 16(3) provides for face-to-face driver registration, so an account is tied to its owner's identity. A bought or 'joki' account means you are not registered as a partner, risks termination and makes insurance or BPJS claims hard after an accident. Register in your own name through the official partner app.
