What does Satpol PP do in Indonesia?

Satpol PP is a regional government unit that, under Article 5 of PP 16/2018, enforces regional bylaws (Perda) and head-of-region regulations, keeps public order and peace, and protects the community. The work includes early detection, public information, patrols, security, escorts, enforcement and handling demonstrations (Article 11). Satpol PP also coordinates regional civil service investigators and can ask the police and TNI for help with high-risk tasks.

Article 15 of PP 16/2018 says Satpol PP members are appointed from civil servants, and Article 13 of PermenPANRB 1/2023 requires civil servant status for first appointment to a functional post, filled from CPNS, so the route is the CPNS selection for a formation in the Satpol PP. Article 13 also requires at least upper secondary education for skilled posts and a bachelor's or applied bachelor's degree for expert posts, plus each agency's requirements. Law 20/2023 bars appointing non-civil-service staff.

How much does a civil service police officer (Satpol PP) earn?

Satpol PP officers with civil servant (PNS) status are paid from the PNS base pay table in PP 5/2024 according to their grade. Under Article 7 of PermenPANRB 4/2014, the skilled track of the civil service police functional post starts at grade II/a, while the expert track starts at grade III/a. What education do you need to join Satpol PP?

Upper secondary or vocational school (SMA or SMK) graduates can apply for skilled-track civil service police formations, while expert-track formations need a bachelor's or applied bachelor's degree (Article 13 of PermenPANRB 1/2023). Government studies, law, sociology or public administration are close to bylaw enforcement work. Once appointed, officers must complete basic education and training run by the Ministry of Home Affairs (Article 19 of PP 16/2018).

  • The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.

What scams target people looking for Satpol PP jobs?

The recorded scheme is hiring brokers. In August 2025 the Bangka district prosecutor's office named a local Satpol PP official as a suspect in an alleged illegal levy for asking an applicant for money to be hired as honorary staff. The civil service agency (BKN) has also found fake appointment decrees and stresses that civil service selection carries no fee of any kind.
