Correctional officers (sipir) in Indonesia: duties, requirements, selection, pay, safety

Prison officers in Indonesia join through the CPNS selection for detention guards or the Poltekimipas academy on SSCASN. Selection is free; avoid brokers.

Summary

High scam risk
  • Law 22/2022 on Corrections defines correctional officers as functional law-enforcement officials working in detention centres, prisons, juvenile facilities and probation offices.
  • Since Presidential Regulation 157/2024, corrections are run by the Directorate General of Corrections under the Ministry of Immigration and Corrections.
  • The 2024 CPNS selection of the then Ministry of Law and Human Rights opened 4,178 detention guard posts for senior high school graduates willing to serve anywhere.
  • As of 23 September 2026 no general CPNS 2026 selection had been announced; a June 2026 claim that the corrections ministry had opened CPNS 2026 was a hoax.
  • CPNS and the ministry's academy charge no selection fees, apart from a possible BKN non-tax fee (PNBP) for the SKD test; any paid promise of a pass is fraud.

What does a correctional officer in Indonesia do?

A correctional officer, or sipir, keeps detention centres and prisons secure, looks after detainees, runs programmes for inmates and supervises clients outside prison. Law 22/2022 Article 4 sets six corrections functions: services, rehabilitation, community guidance, care, security and observation. Detention guards handle day-to-day security, while probation officers (pembimbing kemasyarakatan) work in probation offices (bapas).

  • Keep housing blocks, the main gate and visiting areas secure and orderly according to the duty roster.
  • Search goods and screen visitors so that prohibited items do not get in.
  • Look after detainees' basic needs, such as meals, health care and family visits.
  • Support personality and life-skills programmes for inmates.
  • Record incidents, count inmates and write duty reports.
  • Escort detainees to court, to hospital or on transfers between facilities.
  • In probation offices, prepare social inquiry reports and guide and supervise clients.

How do you become a prison officer in Indonesia, and what are the requirements?

Correctional officers are civil servants, so you must pass a CPNS or academy selection and then complete corrections education and training (Law 22/2022 Article 85). In the 2024 CPNS selection, detention guard posts required a senior high school certificate, age 18 to 35, good health, no drug use, a scored fitness test within the field competency test and willingness to serve anywhere in Indonesia. The agency also set physical criteria for its posts.

What does a typical correctional officer job description look like?

Correctional officer posts are announced by the ministry through official selections, not through ordinary job ads. The announcement names the post, such as detention guard (Penjaga Tahanan), the education required, health criteria, fitness tests and the regional office. We wrote the description below ourselves from the pattern of official announcements; it is not a vacancy from any agency. Private employers may not copy an agency's personal-status criteria.

General example, not a vacancy

We wrote this description ourselves from what job ads usually ask for. It is not a vacancy from any company.

Commonly requested requirements

  • Senior high school (SMA), vocational school (SMK) or equivalent for detention guard posts, or a D4 from the ministry's Poltekimipas academy.
  • Pass a CPNS or academy selection announced officially on SSCASN.
  • Physically and mentally healthy, drug-free and ready to take a fitness test.
  • Willing to be posted to any unit anywhere in Indonesia.
  • CPNS route: no prison sentence of two years or more; academy route: no criminal conviction, shown by a police clearance certificate (SKCK).

Skills

Alertness and attention to detail, Physical fitness, Self-control in tense situations, Firm and polite communication, Record keeping and reporting, Teamwork on duty shifts, Integrity, Understanding of human rights.

Ministry of Manpower Circular M/6/HK.04/V/2025 bars employers from discriminating on any basis in recruitment. An age requirement is allowed only where the nature of the job genuinely affects ability and it does not remove the chance of work, and the same applies to workers with disabilities. How much does a correctional officer earn in Indonesia?

Correctional officers are paid as civil servants, because Law 22/2022 Article 85 requires appointment through civil service recruitment. KarirAman does not yet show a figure for prison officers, because we have not verified the starting grade of detention guard posts from an official document. The table below shows only a BPS group reference and the minimum wage. Be wary of prison officer vacancies promising high pay outside SSCASN.

What education routes lead to becoming a correctional officer?

There are two routes. SMA or SMK graduates can apply for CPNS posts such as detention guard when they open. SLTA graduates aged 17 to 23 can also enter Politeknik Imigrasi dan Pemasyarakatan Indonesia, the ministry's four-year D4 civil service academy. In 2026 it offered 375 general and affirmative places plus 30 for ministry staff, including three corrections study programmes; general applicants registered through SSCASN from 18 to 30 August.

When will prison officer recruitment open in 2026?

As of 23 September 2026, according to a Medcom report citing BKN, no general CPNS 2026 selection had been announced outside the civil service academy route. The corrections ministry also stated on 18 February 2026 that it had not announced CPNS recruitment for the 2026 budget year. The 2026 academy intake is already under way, with the basic competency test from 22 September 2026. Follow only SSCASN and the ministry's official sites.

Where are correctional officers posted?

Correctional officers work in state detention centres (rutan), prisons (lapas), juvenile development facilities (LPKA), temporary juvenile placement facilities (LPAS) and probation offices (bapas), as defined in Law 22/2022 Article 1. The 2024 CPNS announcement and the 2026 academy announcement both require willingness to be posted anywhere in Indonesia, so be ready to serve far from your family.

Why does integrity matter so much for correctional officers?

Correctional officers control access, keys and daily decisions over people who have lost their liberty, so integrity is a core requirement. Law 22/2022 Article 86 requires officers to respect inmates' human rights and follow a code of ethics; suspected crimes are prosecuted. The ministry's Inspectorate General reported 774 disciplinary cases across the whole ministry (immigration and corrections) from the start of the minister's term to 24 April 2026, and 71 employees dismissed.

What are the selection stages for correctional officers?

Correctional officer selection stages depend on the route. In the 2024 CPNS route, applicants could be eliminated at the administrative check, at the SKD pass mark, and at the health, physical and psychological test; the fitness and interview scores did not eliminate anyone but were added to the final score that sets the ranking. Only the 2026 Poltekimipas academy route eliminates at every stage. This is the pattern from the latest official announcements we read.

  • CPNS route (2024 announcement as an example): registration and document upload on SSCASN, an administrative check, a computer-based basic competency test (SKD), then a field competency test (SKB) for those who pass the SKD pass mark and rank within three times the number of posts. For detention guards, the SKB covered a job-knowledge test, a health, physical and psychological test, a fitness and skills test, and an interview. The final result combines the SKD and SKB scores, with the SKB weighted more heavily. The fitness test follows National Police Chief Decree KEP/698/XII/2011, and a drug-free certificate is required after the final result.
  • Academy route (Poltekimipas 2026): an administrative check, the SKD, then further tests: a health and physical examination, fitness (12-minute run, pull-ups, sit-ups, push-ups, shuttle run), a psychological test, and an interview and skills assessment. Every stage eliminates.
  • After selection: Law 22/2022 Article 85 requires education and training in corrections before someone is appointed as a correctional officer.

The 2026 academy announcement also lists personal-status and appearance criteria set by the agency for its cadets. Private employers may not use such criteria as a benchmark; read our guide on hiring discrimination if you see them in a company's job ad.

How should I prepare before the selection opens?

  1. Follow announcements only on SSCASN and the official sites of the Ministry of Immigration and Corrections. Ignore posters and registration links from personal accounts.
  2. Train your fitness well in advance, especially running and upper-body strength.
  3. Prepare your diploma, birth certificate, ID card and health certificate, plus a police clearance (SKCK) where required, as on the academy route; Panduan Warga police clearance (SKCK) guide explains how to get an SKCK.
  4. Never pay anyone who claims they can get you through. If you already have, keep the evidence and report it.

What interview questions might you be asked for correctional officer jobs?

Interview questions for correctional officer jobs often cover why you chose this field, physical readiness, following rules, staying calm in an emergency, and what you would do if offered help to pass selection in exchange for money. Each example below comes with why it is asked and how to answer it. The Ministry of Manpower warns that an instant chat interview without formal confirmation is one sign of a fake job.

Warning signs in interviews (6)
  • The interview happens only by WhatsApp or Telegram chat with no formal invitation, or you are pushed to be interviewed on the spot.

What to do: Ask for a written invitation from a company-domain e-mail address, then match the contact with the official website you look up yourself.

  • The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.

What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

CNN Indonesia (official statement via media)

  • After the interview you are asked to hand over your original diploma or other original personal documents as a guarantee for the job.

What to do: Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from requiring or holding original diplomas and personal documents as a guarantee for the job. The only exception is a diploma or competency certificate from education or training paid for by the employer under a written employment agreement, and the employer must keep it safe and compensate you if it is damaged or lost. Otherwise, show them for checking, then take them home.

What scams target correctional officer applicants?

The most common scams are fake CPNS registration links and brokers who promise a pass. On 5 June 2026, Kompas.com Cek Fakta rated a claim that the corrections ministry had opened CPNS 2026 a hoax; its link led to a phishing page that collected personal data. The academy's 2026 announcement states that every stage is free and calls promises of a pass, for any motive, fraud.

Where can I find official prison officer vacancies?

Correctional officer CPNS posts are announced on SSCASN, the portal of the National Civil Service Agency (BKN), and on official channels of the Ministry of Immigration and Corrections. Academy admissions are announced on catar.kemenimipas.go.id, and general applicants register through SSCASN. BKN warns that fake CPNS posters use links outside official government domains. Frequently asked questions

How is a correctional officer different from a security guard or a police officer?

A correctional officer is a civil servant (ASN) who carries out corrections functions in detention centres, prisons, juvenile facilities and probation offices under Law 22/2022, now under the Ministry of Immigration and Corrections. A security guard (satpam) protects a company or site. A police officer belongs to the national police and has a separate selection. Entry routes, employers and legal bases differ, so be wary of offers that mix them up.

Can a senior high school graduate become a prison officer in Indonesia?

Yes. The detention guard (Penjaga Tahanan) posts in the 2024 CPNS selection of the then Ministry of Law and Human Rights (Kemenkumham) required an SLTA (senior high school or equivalent) certificate, with 4,178 posts in regional offices. SLTA graduates can also apply to the ministry's academy, Politeknik Imigrasi dan Pemasyarakatan Indonesia, which in 2026 accepted applicants aged 17 to 23. Both open only through official selections registered on SSCASN.

Do correctional officers in Indonesia carry weapons?

Law 22/2022 Article 72 states that, in carrying out security, correctional officers are equipped with firearms and other security equipment in line with the regulations. Their use is bound by rules, and Article 86 requires officers to respect the human rights of detainees, children and inmates and to follow the code of ethics and code of conduct.

Can I pay an insider to pass the prison officer selection?

No. The 2024 CPNS announcement and the 2026 academy announcement both state that every selection stage is free and call promises of a pass fraud. The National Civil Service Agency (BKN) also states that both the applicant who pays and the person who takes money in a civil service selection can face criminal charges. The academy portal mentions only a possible BKN non-tax fee (PNBP) for the SKD test; never pay a "PNBP" into a personal account or over chat. Keep the chats and transfer records and report them.

Can private employers copy the physical and personal-status criteria in prison officer announcements?

Not as a matter of course. Height, tattoo or personal-status criteria in CPNS and academy announcements are set by the agency for its own posts. For private employers, Minister of Manpower Circular M/6/HK.04/V/2025 point 2 prohibits employers from discriminating on any basis in recruitment. Age limits require the special circumstances and conditions in point 3.

Can an honorary (contract) worker at a prison be appointed as a civil servant?

Do not count on it. Law 20/2023 on the Civil Service, Articles 65 and 66, bans government agencies from appointing new non-ASN staff to fill civil service posts, and the restructuring of non-ASN staff was due to finish by December 2024. An offer of an honorary prison job with a promise of later appointment as a civil servant is suspicious. The official routes are the CPNS selection and the academy.
