Public relations officers in Indonesia: duties, requirements, pay and applying safely
Public relations (PR) officers manage how an organisation talks to the media and the public. In government the post is Pranata Humas, via CPNS selection.
Summary
- The public relations competency standard (SKKNI Kehumasan, Kepmenaker 32/2022) covers media relations, issue management, crisis management and communication audits.
- In government, Pranata Humas is a civil-service functional post with skills and expertise levels (PermenPANRB 17/2023).
- First appointment as Pranata Humas Ahli Pertama requires a bachelor's or D4 degree in communication science or design (Permenkomdigi 9/2025).
- Law 14/2008 requires every public body to appoint an information and documentation officer (PPID).
- The civil service agency BKN says CPNS and PPPK selection is free; a paid promise of a government PR job is a scam.

What does a public relations officer do in Indonesia?
A public relations (PR) officer, known in Indonesian as humas, manages an organisation's relationships with the media, government, communities, staff and the public. The work includes writing press releases, media relations, monitoring coverage, internal communication, CSR and events, and crisis communication. The SKKNI Kehumasan standard (Kepmenaker 32/2022) sets out these units, from research and message strategy to issue management, crisis management and communication audits.
- Write press releases, speeches and the organisation's publications.
- Build media relationships and prepare press conferences or interviews.
- Monitor coverage and public conversation, and report issues that need handling.

- Handle crisis communication with leaders and the teams involved.
- Run CSR, community relations and the organisation's special events.
- Answer public information requests, especially in government agencies and other public bodies.
- Evaluate PR activities and write reports.
What do you need to become a public relations officer?
PR ads usually ask for a bachelor's degree in communication or a related field, strong writing and confidence with the media. Public relations is not a licensed profession, so no licence is required. For the civil-service route, Permenkomdigi 9/2025 Article 23 requires a bachelor's or D4 degree in communication science or design for Pranata Humas Ahli Pertama, a relevant D3 diploma for Terampil and senior high school for Pemula.
What does a typical public relations job description look like?
PR ads usually name the organisation's sector, such as a hospital, university, company or state-owned enterprise, then duties such as writing releases, running official social media and media relations. We wrote the description below ourselves from common ad patterns; it is not a vacancy from any organisation. Entry posts are often called PR staff or PR officer, while senior posts are usually called corporate communications manager.

What degree do PR officers need in Indonesia?
The most common path is a bachelor's degree in communication science with a public relations concentration, or a D3 diploma in communication, journalism or advertising. Campus organisations, PR internships and writing for campus media help build a portfolio. For proof of competence, the SKKNI Kehumasan standard is used as the basis for testing, and on 8 October 2026 the BNSP directory listed an active PR certification body with schemes such as PR coordinator and digital PR.
What is Pranata Humas and what are its levels?
Pranata Humas is a civil-service functional post responsible for information and public relations services and management. PermenPANRB 17/2023 splits it into a skills category with Pemula, Terampil, Mahir and Penyelia levels and an expertise category with Ahli Pertama, Ahli Muda, Ahli Madya and Ahli Utama levels. The Ministry of Communication and Digital Affairs sets the technical rules in Permenkomdigi 9/2025.
Where do public relations officers work?
PR officers work at private companies, state-owned enterprises, hospitals, universities, schools, non-profits, ministries and regional governments, and at PR agencies serving many clients. In government agencies and other public bodies, Law 14/2008 Article 13 requires the appointment of an information and documentation officer (PPID) to handle information requests, work that sits close to public relations.
What does public relations do when an organisation faces a crisis?
In a crisis, PR helps leaders give fast, accurate and consistent information to the public, the media and staff. The SKKNI Kehumasan standard includes units on issue management, public opinion management and crisis management, supported by monitoring of conventional and digital media. In practice, that means preparing spokespeople, official statements and a question-and-answer list, then monitoring public response.
How can you start a public relations career without work experience?
You can start a PR career by building proof of your writing and communication skills, because both are at the core of PR work.
- Collect writing samples: press releases for organisation activities, campus media articles or social-media scripts you have written.
- Look for PR internships through official programmes or campus job fairs, and make sure there is a written agreement.
- Learn the basics of media monitoring and how to write a short press release.
- For the civil-service route, watch for posts on SSCASN and read the education requirements for each level.
- Never pay anyone who promises you a PR post at a government agency or state-owned enterprise.

What interview questions might you be asked for public relations officer jobs?
Interview questions for public relations officer jobs often cover your portfolio and your role in each piece, taking feedback, assessing results against a brief, using creative work responsibly, and juggling several projects. Each example below comes with why it is asked and how to answer it. The Ministry of Manpower warns that an instant chat interview without formal confirmation is one sign of a fake job.

Questions for this field

How do you handle revisions or criticism of your work?
Why they ask: Revisions are a normal part of creative work.
How to answer: Describe clarifying what the feedback means, agreeing priorities and deadlines, then revising without taking it personally.
How do you measure whether content or a campaign worked?
Why they ask: Companies want measurable results, not just good-looking work.
How to answer: Name the goal you set at the start, the measures you tracked such as reach, engagement or sales, and what you learned.

Why they ask: Creative workers often handle many clients or campaigns at once.
How to answer: Describe your work calendar, how you set priorities and how you warn people early when a deadline must move.
How do you handle negative comments or a social media crisis?
Why they ask: The wrong response can make a reputation problem bigger.
How to answer: Explain responding quickly with facts, escalating serious issues and not deleting fair criticism without reason.
Common questions that also come up (12 questions)

Why did you apply to this company?
Mention one or two real things you learned from the company's official website, such as its business or services, and link them to your skills.

What is your weakness?
Choose a real weakness that is not central to the job, then explain what you are doing to improve it.
-

After the interview you are asked to hand over your original diploma or other original personal documents as a guarantee for the job.
What to do: Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from requiring or holding original diplomas and personal documents as a guarantee for the job. The only exception is a diploma or competency certificate from education or training paid for by the employer under a written employment agreement, and the employer must keep it safe and compensate you if it is damaged or lost. Otherwise, show them for checking, then take them home.

What public relations job scams should you watch for?
PR applicants should watch for general recruitment fraud, such as a paid promise of a job at a ministry, regional government or state-owned enterprise; the civil service agency BKN says CPNS and PPPK selection carries no fee. Watch out too for online jobs that turn out to be like-and-subscribe tasks followed by requests to deposit money for further missions, a scheme the Satgas PASTI task force has warned about, and for requests for personal data by chat.

Frequently asked questions
What should I study to become a public relations officer in Indonesia?
Communication science, especially a public relations concentration, is the degree PR ads commonly ask for; journalism, advertising and languages are also relevant. For the civil-service route, Permenkomdigi 9/2025 Article 23 requires a bachelor's or D4 degree in communication science or design for Pranata Humas Ahli Pertama, and a D3 diploma in fields such as advertising, journalism or public relations for the Terampil level.
What is the difference between public relations and digital marketing?
Public relations protects an organisation's reputation and relationships with the media, government, communities and the public, including during a crisis. Digital marketing pursues sales or leads through paid ads, SEO and online campaigns. Both may use the same social-media channels, but they measure success differently: PR looks at opinion and coverage, marketing at conversions and sales.
What is the difference between a PR officer and a journalist?
A journalist works for a media outlet and writes news for the public. A PR officer works for an organisation and speaks on its behalf, for example through press releases, press conferences and answers to reporters' questions. PR can offer story material, but the decision to publish or not stays with the newsroom.
Do PR officers need a competency certificate?
It is not compulsory, but it can help. The SKKNI Kehumasan standard (Kepmenaker 32/2022) is the basis for competency tests, and on 8 October 2026 the BNSP directory listed a public relations certification body with an active licence and schemes such as public relations coordinator and digital public relations specialist. Check any certificate with the certificate lookup on the BNSP website.
How do you become a Pranata Humas in a government agency?
Pranata Humas posts are filled by civil servants, and first appointment draws on civil-service candidates (PermenPANRB 1/2023). The route is therefore the CPNS selection on SSCASN, the civil service agency's portal, when posts open, with education requirements per level under Permenkomdigi 9/2025. BKN says the selection is free, so ignore offers of a paid special route.
