Fake overseas job offers target prospective Indonesian migrant workers, or PMI (formerly called TKI), through recruiters working outside the legal route. The Ministry of Manpower lists eight signs: an individual social media account not registered as a P3MI, easy requirements, very high pay, a registration fee, requests for personal data directly, a promise that all departure costs are covered, travel on a visit, tourist or pilgrimage visa, and no clear contract before departure. One sign alone is enough to stop and check.

How do I recognise an illegal migrant worker agent?

An illegal agent places workers without a licence and without an official job order. Under Law 18/2017, only KP2MI/BP2MI, a migrant worker placement company (P3MI) holding a SIP3MI licence, or a company placing its own staff may place workers (Articles 49 and 51). Individuals may not place migrant workers (Article 69), and placing a worker without a job order (SIP2MI) is also prohibited (Article 72(c)). To check:

  1. Look up the company in the P3MI list on SISKOP2MI and check that it is active.
  2. Open the list of P3MI under administrative sanctions on SISKOP2MI.
  3. Search for the job and destination in the official SISKOP2MI vacancy list; a genuine job order is listed under the P3MI's name.
  4. Register through your own SISKOP2MI account.

A licence alone is not enough. In October 2026 KP2MI sanctioned a P3MI that had placed workers in Saudi Arabia without a SIP2MI. The full steps are in checking a licensed agency.

Can I go to work abroad on a tourist visa?

No. Article 13 of Law 18/2017 requires a prospective migrant worker to have a work visa, a placement agreement and an employment contract before placement. The foreign ministry's Safe Travel service reminds travellers that each country has a specific visa for foreign workers and that the visa used must follow the destination's immigration rules. The Ministry of Manpower lists departing on a visit, tourist or pilgrimage visa as a sign of an overseas job scam. Working on a tourist visa leaves you without a work permit in the destination country.

Who pays the costs of working abroad under the rules?

The rules on placement costs apply in this order. First, Law 18/2017, Article 30(1): migrant workers may not be charged placement costs. Second, P2MI Regulation 17/2025: the employer bears placement costs, and the worker may be charged only costs written and itemised in the placement agreement. Third, any request for money outside that document, in cash or to a personal account, is a red flag. Report the illegal recruiter or agent to KP2MI and the police, because placement by an individual is a criminal offence (Law 18/2017, Articles 69 and 81). If you or your family are already abroad and in danger, contact the foreign ministry's Peduli WNI portal or the nearest Indonesian mission. If money has already been transferred, also report it to IASC quickly. Prepare the recruiter's name and number, the ad or screenshots, transfer receipts and the documents you handed over.

Stop any further payment, keep all transfer receipts and messages, and report the recruiter to KP2MI and the police. Can an individual recruiter help me go abroad?

Not as a placement. Article 69 of Law 18/2017 bans individuals from placing migrant workers, and Article 81 makes it a criminal offence. After the adjustment by Law 1/2026, the penalty is up to 10 years in prison and/or a fine. If you will work for an incorporated employer you may travel as an independent migrant worker, but still without a broker.
