What does an early childhood teacher do in Indonesia?
An early childhood teacher plans and leads play-based learning for young children: introducing language, numbers, movement, art and daily habits, observing each child's development and discussing it with parents. According to the elucidation of Government Regulation 57/2021 Article 2, formal early childhood education means kindergartens (TK and RA), while non-formal settings are playgroups (KB) and daycare centres (TPA), where daily care is also part of the job.

What do you need to become an early childhood or kindergarten teacher in Indonesia?
Kindergarten (TK and RA) teachers count as teachers under Law 14/2005 Article 1, so they need a bachelor's degree or D4, competence and a teaching certificate (Articles 8 and 9). Ministerial Regulation 16/2007 limits the degree to early childhood education or psychology from an accredited programme. For non-formal settings such as playgroups and daycare centres, Government Regulation 57/2021 Article 20(5) leaves educator qualifications to the Minister, separately from kindergarten rules.

How much does an early childhood teacher earn in Indonesia, including honorary teachers?
For kindergarten teachers who are civil servants, the table below shows grade III base pay under Government Regulation 5/2024; allowances, including the professional allowance for certified teachers, are not included. Kindergarten teachers at foundation-run or community-run schools are paid under their employment agreement (Law 14/2005 Article 15(3)), and Article 14 gives teachers the right to income above minimum living needs. What qualifications do preschool teachers need, and can school leavers start on the route?
The route is a bachelor's degree or D4 in early childhood education or psychology, followed by Teacher Professional Education (PPG) for the teaching certificate. For TK teachers, the Ministry's PPG site offers PPG for prospective and serving teachers through SIMPKB; RA teachers take the Ministry of Religious Affairs' PPG (ppg.kemenag.go.id). Teachers registered in Dapodik without a degree, with at least senior high school and aged 55 or under, can study through SIPKA-Guru using recognition of prior learning.
Can Indonesian early childhood teachers work abroad?
Offers to work as a kindergarten teacher or nanny abroad circulate, but KarirAman lists no official route for this job. Remember the order of the rules: Law 18/2017 Article 30(1) says migrant workers cannot be charged placement costs; under Ministerial Regulation P2MI 17/2025, the employer pays placement costs by default, and the worker may be charged only costs written and itemised in the Placement Agreement; any other demand for money is a red flag. What is a shadow teacher or special needs support teacher?
A shadow teacher supports a child with special needs in a regular class so the child can learn and play alongside classmates. Ministerial Regulation 48/2023, which also covers formal early childhood education, recognises special education teachers whose competence comes from a special education degree, a special education PPG or training, and disability service units that provide support staff. Some shadow teachers are psychology graduates, and some are employed directly by the child's family.
Will demand for early childhood teachers grow?
That is the direction. The 2025-2029 national medium-term plan in Presidential Regulation 12/2025 aims to speed up 13 years of compulsory education, including one pre-school year, by expanding early childhood services. Ministerial Regulation 18/2018 Article 6 also asks regency, city or village governments to work towards at least one early childhood centre in every village or urban ward. Both are plans and best-effort duties, not guaranteed vacancies, so check every post on official channels.
What should you agree on before you start teaching at an early childhood centre?
Many early childhood teachers start on a verbal agreement, then struggle when pay is late or duties grow. Before you start, ask for these in writing:
- The amount of pay, how it is paid and on which date.
- Teaching hours, care hours if you work in a daycare centre, and extra duties such as paperwork or school events.
- Your employment status and the length of the contract.
- BPJS registration. If you are an employee, your employer must register you (Law 24/2011 Article 15).
- The documents required. Hand over copies of your diploma; Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from holding original diplomas as a guarantee.
If you are a shadow teacher paid by the child's family, also write down who pays you, what your duties at school are, and how you coordinate with the class teacher.
How should you judge an offer to teach kindergarten abroad?
- Look for the vacancy in the official SISKOP2MI job list. A vacancy that is not there deserves suspicion.
- Make sure the recruiter is a placement agency (P3MI) registered and active on SISKOP2MI.
- Refuse any request for money that is not written and itemised in the Placement Agreement, especially a transfer to a personal account.
- Do not hand your original passport or KTP to a recruiter; Law 18/2017 Article 6(1)(j) gives migrant workers the right to keep their travel documents. In the definition of trafficking in Law 21/2007 Article 1(1), harbouring people is one of the acts and debt bondage one of the means, when the purpose is exploitation; read our human trafficking page.

The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.
What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

Harms early childhood teachers should watch for include teaching without clear pay in the name of service, paid courses that sell certificates as if they were a teaching certificate, and agents who charge fees for kindergarten jobs abroad. A teaching certificate comes only from professional education at government-designated universities (Law 14/2005 Article 11). How much do honorary early childhood teachers earn in Indonesia?
KarirAman has no pay data for teachers at foundation-run or village early childhood centres that meets our standard. Law 14/2005 Article 15(3) says teachers at community-run formal schools, including kindergartens, are paid under an employment agreement, and Article 14 gives teachers the right to income above minimum living needs. The professional allowance is only for certified teachers (Article 16). Ask for the amount and payment method in writing.
Can a psychology graduate become a kindergarten teacher?
Yes. Ministerial Regulation 16/2007 requires PAUD, TK and RA teachers to hold a D-IV or bachelor's degree in early childhood education or psychology from an accredited programme, plus a teaching certificate (Law 14/2005 Article 8). The certificate comes through PPG, and the degrees accepted for PPG selection are announced each period, so read the official announcement. Psychology graduates are also often sought as shadow teachers or support staff for children with special needs.
Is a training certificate for early childhood teachers the same as a teaching certificate?
No. Law 14/2005 Article 11 says teacher certification is run by universities with accredited teacher-education programmes designated by the government, which means PPG. A certificate from a short course can build your skills, but it does not make you a certified teacher or unlock the professional allowance. Be wary of courses that promise otherwise.
Is kindergarten now compulsory in Indonesia?
Not yet. The 2025-2029 national medium-term development plan (Presidential Regulation 12/2025) aims to speed up 13 years of compulsory education: one pre-school year plus twelve years of primary and secondary school. That is a five-year policy direction, not a rule that makes kindergarten compulsory for every child. Ministerial Regulation 18/2018 prioritises early childhood services for children aged 5 to 6. Can a school or foundation ask me for money when I apply to teach?
It should not. Indonesia's Ministry of Manpower says a fee in recruitment is almost certainly a scam. For civil service (CPNS and PPPK) posts, BKN says selection is free and registration runs only through SSCASN. If you are asked to pay a registration, uniform or training fee before being hired, stop and check the vacancy directly with the school.
