Management trainees in Indonesia: selection, service bonds, pay and applying safely
Management trainee programmes in Indonesia train graduates for leadership roles, often with a service bond. MT programmes that charge fees are a red flag.
Summary
- A management trainee (MT) programme is a staged training scheme that prepares new graduates for supervisor or manager posts.
- If a fixed-term contract (PKWT) is ended early, the party ending it pays compensation equal to wages until the term ends (Law 13/2003 Article 62).
- PP 35/2021 Article 36(i) requires a worker who resigns not to be bound by a service bond (ikatan dinas).
- Employers may not hold original diplomas as a guarantee; the only exception is employer-funded education (Circular M/5/HK.04.00/V/2025).
- An MT programme that charges a registration, test or training fee is a red flag; the Ministry of Manpower says recruitment fees are almost certainly fraud.

What is a management trainee programme in Indonesia, and what do trainees do?
A management trainee (MT) programme takes new graduates through a planned rotation across several departments, for example operations, sales, finance or human resources, with classes and assessed projects. At the end, trainees who pass the evaluation are usually placed as supervisors, unit heads or specialist staff, and some programmes bind trainees with a service bond. During the programme MTs do real work: writing reports, leading small projects and learning to make decisions with a mentor's guidance.
- Rotate through several departments on a set plan, for example operations, sales, finance or human resources.
- Attend classes, leadership training and regular assessments during the programme.
- Work on real, assessed projects and present the results to management.
- Help supervisors track targets, prepare reports and analyse unit data.
- Lead a small team or a work unit with guidance from a mentor.
- Draft improvement plans for work processes in the unit of each rotation.
What do you need to join a management trainee programme?
Management trainee programmes in Indonesia usually ask for D4 or bachelor's graduates in any field, grades above a set minimum, English skills and willingness to be placed in another city. MT is not a licensed profession. Minister of Manpower Circular M/6/HK.04/V/2025 point 2 prohibits employers from discriminating on any basis in recruitment. Age limits require the special circumstances and conditions in point 3. Ask about any unclear requirement before applying.
What does a typical management trainee job description look like?
Management trainee adverts in Indonesia usually look for fresh graduates who learn fast, can lead and are willing to rotate across departments and cities. Many adverts also mention a service bond after the programme. We wrote the description below ourselves from common advertising patterns. It is not a vacancy from any company, so there is no apply button.
General example, not a vacancy
We wrote this description ourselves from what job ads usually ask for. It is not a vacancy from any company.
Commonly requested requirements
- A four-year applied degree (D4) or bachelor's degree (S1) in any field, often as a fresh graduate or with little work experience.
- Academic grades above the minimum the company sets.
- Good analytical, communication and English skills.
- Willing to rotate between departments and be placed in another city.
- Willing to sign a service bond agreement if the programme requires one.
Skills
Leadership, Data analysis, Communication, Presenting, Problem solving, Teamwork, Fast learning, Time management.
Ministry of Manpower Circular M/6/HK.04/V/2025 bars employers from discriminating on any basis in recruitment. An age requirement is allowed only where the nature of the job genuinely affects ability and it does not remove the chance of work, and the same applies to workers with disabilities. Law 13/2003 Articles 5 and 6 guarantee equal opportunity and treatment without discrimination. JDIH Kementerian Ketenagakerjaan JDIH BPK RI (peraturan.bpk.go.id)
How much does a management trainee earn in Indonesia?
KarirAman does not show a management trainee pay figure yet because no data meets our standard: verified vacancies with a large enough sample, licensed data or an official pay scale. The floor is clear: Government Regulation (PP) 36/2021 Articles 23 and 24 bar employers from paying workers with less than one year of service below the local minimum wage. Ask for pay, allowances and contract status in writing.

Which education routes lead to a management trainee programme?
The most common route to a management trainee programme is a D4 or bachelor's degree, then applying in the final year of study or after graduating. Student organisation experience, internships and leadership projects are often assessed, especially in interviews and group discussions. Three-year diploma (D3) graduates usually join as staff first and then enter the company's internal development programmes.
What is a service bond and penalty in an MT programme?
A service bond (ikatan dinas) is a written promise to work for the company for a set period after the programme, often with a penalty if you leave early. PP 35/2021 Article 36(i) requires a worker who resigns not to be bound by a service bond. On a fixed-term contract (PKWT), Law 13/2003 Article 62 requires the party ending it early to pay compensation equal to wages until the term ends.

Can a company hold an MT participant's diploma?
In principle, no. Manpower Ministry Circular M/5/HK.04.00/V/2025 bars employers from holding original diplomas and personal documents as a guarantee for work. The only exception covers diplomas or certificates from education or training the employer paid for under a written agreement, so a university diploma you paid for yourself is not covered. According to the ministry, the labour protection law passed by the DPR also bans holding diplomas.
What interview questions might you be asked for management trainee jobs?
Interview questions for management trainee jobs often cover leading people, sharing out and checking work, handling falling performance, making decisions, and reading simple reports. Each example below comes with why it is asked and how to answer it. The Ministry of Manpower warns that an instant chat interview without formal confirmation is one sign of a fake job.

What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

What to do: Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from requiring or holding original diplomas and personal documents as a guarantee for the job. The only exception is a diploma or competency certificate from education or training paid for by the employer under a written employment agreement, and the employer must keep it safe and compensate you if it is damaged or lost. Which job scams target management trainee applicants?
The most common scam is a fake MT programme using the name of a state-owned enterprise (SOE) or large company that then asks for a registration, test, training or accommodation fee. The Ministry of Manpower says recruitment fees are almost certainly fraud, and FHCI said every stage of the 2024 joint SOE recruitment carried no fee. Other red flags are a request for your original diploma as a guarantee, or a bond penalty that is not explained in writing.

Where can you find safe management trainee programmes?
Look for MT programmes on companies' official careers sites, the Ministry of Manpower's Karirhub portal and the SOE careers directory, which links the joint SOE recruitment and each SOE's careers site. OJK's Satgas PASTI warns that job scammers often pose as large companies, so confirm directly through the company's official site and accounts. Frequently asked questions
Can an MT programme charge a registration or training fee?
Indonesia's Ministry of Manpower says a fee in the recruitment process, for example for administration, training or uniforms, is almost certainly a scam. FHCI also said every stage of the 2024 joint SOE recruitment carried no fee. If you are asked to transfer money, especially to a personal account, stop and check the programme against the company's official careers site.
What happens if I leave before my MT service bond ends?
It depends on your contract type and agreement. On a fixed-term contract (PKWT), Law 13/2003 Article 62 requires the party ending the contract early to pay compensation equal to wages until the term ends. PP 35/2021 Article 36(i) also requires a worker who resigns not to be bound by a service bond. Read the penalty amount in the agreement before you sign.
Can my original diploma be held during a service bond?
In principle, no. Manpower Ministry Circular M/5/HK.04.00/V/2025 bars employers from holding original diplomas and personal documents as a guarantee for work. The only exception covers diplomas or certificates from education or training paid for by the employer under a written agreement, and the employer must keep them safe and compensate any loss. If yours is held without that basis, report it to Disnaker.
Can an MT contract include a probation period?
It depends on the contract. PP 35/2021 Article 12 says a fixed-term contract (PKWT) may not require probation; if it does, that clause is void by law and your time still counts as service. If you are hired as a permanent employee (PKWTT), make sure the length of probation and the conditions for passing it are written clearly.
Can an MT programme set an age limit?
Only with a lawful reason. Minister of Manpower Circular M/6/HK.04/V/2025 point 2 prohibits employers from discriminating on any basis in recruitment. Age limits require the special circumstances and conditions in point 3. If you see such a requirement without explanation, you can ask the company or report it to the regency or city manpower office (Disnaker).
