What does a restaurant supervisor do in Indonesia?

A restaurant supervisor runs one outlet or one shift: assigning duties, opening and closing, checking hygiene and food safety in the kitchen and dining area, handling guest complaints, and reconciling cash and stock at the end of the shift. The SKKNI Hotel standard set by the Ministry of Manpower in 2024 includes units on managing food service operations, preparing staff rosters and managing stock, which describe the core of the job.

What do you need to become a restaurant supervisor?

Restaurant supervision is not a licensed profession, but food safety is regulated. The annex to Health Ministry Regulation 2/2023 requires the manager or person in charge of a food business to hold a ready-to-eat food safety training certificate. Food handlers need it too, except where the business only needs a label, and must have a health check at least once a year. Adverts usually ask for restaurant or cafe experience and the ability to lead a team.

How much does a restaurant supervisor earn in Indonesia?

What education leads to a restaurant supervisor job?

Most restaurant supervisors move up from waiter, barista or cook roles, with a vocational school background in catering or hospitality, a hospitality diploma or vocational training. The Ministry of Manpower has set the SKKNI Rumah/Warung Makan (Decree 104/2024), SKKNI Rumah Minum/Kafe (Decree 16/2024) and SKKNI Hotel (Decree 125/2024) standards. BNSP's directory lists food and beverage service schemes for supervisors and a Food Handler scheme; a BNSP certificate is not the food safety training certificate the Health Ministry rules require.

What is a restaurant supervisor responsible for in food safety?

A restaurant supervisor makes sure the kitchen and team meet hygiene standards. The annex to Health Ministry Regulation 2/2023 sets requirements for food businesses, including restaurants, covering buildings, equipment, food handlers and the food itself, and says a food handler who is ill must not prepare food until recovered. The annex also requires every food business to hold an SLHS certificate or a label, and the SLHS is applied for through the OSS system.

Which shift and overtime rules should restaurant supervisors know?

Restaurant supervisors plan rosters, so they need to know the working-time rules. Government Regulation 35/2021 Article 21 sets 40 working hours a week, Article 26 caps overtime at 4 hours a day and 18 hours a week, and Articles 27 and 28 require overtime pay and a written or digital instruction and consent. For women who travel to or from work between 23.00 and 05.00, Manpower Law 13/2003 Article 76 requires transport.

How do waiters, baristas and cooks move up to restaurant supervisor?

The usual path starts as a waiter, barista, cashier or cook, then captain, shift leader or assistant supervisor, then supervisor and outlet manager. What gets people promoted is experience running shifts, tidy cash and stock reports, and a solid grasp of food safety. BNSP's directory lists tiered certification schemes in food and beverage service, from service up to supervision and administration.

How do restaurant supervisors keep cash and stock under control?

Cash and stock are two responsibilities that can lead to pay deductions if they are not recorded properly. The SKKNI Hotel standard (Decree 125/2024) includes units on processing financial transactions and managing stock, and the SKKNI Rumah Minum/Kafe standard (Decree 16/2024) includes a unit on calculating revenue. In practice, these habits protect you and the outlet:

  • Count the cash together at every shift handover. The person handing over and the person taking over both sign the count.
  • Record every shortage in a report. Write down the amount, any known cause and who was present, and report it to your manager the same day.
  • Use ingredients that came in first or expire first. Record spoiled or expired ingredients as waste, not as an unexplained shortage.
  • Ask for the deduction rule in writing. Government Regulation 36/2021 Article 63 allows wage deductions for damages only as set in the employment contract, company regulation or collective agreement, and Article 65 caps total deductions.

What should a supervisor prepare when the health office inspects the outlet?

Under the annex to Health Ministry Regulation 2/2023, every food business (TPP), restaurants included, must hold a hygiene and sanitation certificate (Sertifikat Laik Higiene Sanitasi, SLHS) or a label. The SLHS is applied for through the Online Single Submission (OSS) system. For food businesses that OSS does not cover, such as government-run kitchens or pesantren, the health office or an agency the local government appoints can issue the SLHS. The same annex asks the manager or person in charge to run an internal check twice a year using the environmental health inspection (IKL) form for that type of business.

For SPPG kitchens in the free school-meal programme, Health Ministry Circular HK.02.02/C.I/4202/2025 confirms that every kitchen must hold an SLHS from the district or city health office and attach proof that its food handlers have taken the ready-to-eat food safety course.

As a supervisor, have these ready so the inspection goes smoothly:

  1. a list of food handlers with their food safety training or extension certificates and health check records;
  2. the results of your internal checks on the IKL form;
  3. cleaning schedules for the kitchen, equipment and dining area that are actually followed;
  4. temperature and storage records for ingredients;
  5. a rule that food handlers who are ill do not prepare food until they recover.

If someone claiming to be an inspector asks for money to "pass" the inspection, do not pay on the spot. Note their name and confirm with the local health office through the contact details on its official website.

  • The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.

    What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

What are the common restaurant supervisor job scams?

One scam to watch for is an advert in the name of a well-known restaurant or cafe chain that asks for a uniform, training or certificate fee before you are hired; the Ministry of Manpower says a fee in recruitment is almost certainly a scam. Also watch for sign-up links for free school-meal (Makan Bergizi Gratis) kitchen jobs that collect ID card details through accounts that are not BGN's. BGN says official government selection charges no fee.

Are restaurant supervisors entitled to overtime pay?

In principle, yes. Government Regulation 35/2021 Article 27 requires employers to pay overtime. The exception covers only certain job grades whose working hours cannot be limited and who earn higher pay, and that exception must be set out in the employment contract, company regulation or collective agreement. If it is not, overtime must be paid. Check how your job is described in the contract. These rules may change once the new labour protection law approved by parliament in October 2026 takes effect.

Can cash or stock shortages be deducted from my pay?

Yes, but only if the deduction rule is in writing. Government Regulation 36/2021 Article 63 allows wage deductions for damages when the employment contract, company regulation or collective agreement provides for them, and Article 65 caps total deductions. In an outlet, a cash shortage is only clear if the cash is counted together with the previous shift's cashier at handover and both of you sign the count. Record spoiled or expired ingredients as waste, not as a stock shortage.

Who must hold a food safety training certificate in a restaurant?

Under the annex to Health Ministry Regulation 2/2023, the manager, owner or person in charge and the food handlers must hold a ready-to-eat food safety training certificate. Where a business only needs a label, food handlers need only a food safety extension session. The training follows the Health Ministry curriculum and can be taken online; a BNSP competency certificate is a different document that the annex does not require. The annex stayed in force when Regulation 3/2026 repealed most of Regulation 2/2023.

Can daily workers at a restaurant become permanent staff?

Yes, under the rules. Government Regulation 35/2021 Article 10 allows daily work agreements for people who work fewer than 21 days a month. If a daily worker works 21 days or more for 3 consecutive months, the employment relationship becomes permanent (PKWTT) by law. Supervisors who plan rosters should keep accurate records of daily workers' days.

Can a restaurant keep my original diploma as a guarantee?

No. Manpower Ministry Circular M/5/HK.04.00/V/2025 bars employers from requiring or holding original diplomas and personal documents as a guarantee for employment, including for jobs that handle cash. The only exception is a diploma or certificate from training the employer paid for under a written agreement. Hand over copies only.
