What does a project administrator do in Indonesian construction?
A project administrator handles the paperwork at a construction site or mine site: daily and weekly reports, worker attendance and wage records, material and equipment records, petty cash, subcontractor files and progress billing files. Indonesia's national competency standard for construction management (Manpower Ministerial Decree 390/2015) includes progress reports, project document control and handover minutes in project control; the project administrator prepares the material for them.

- Compile attendance for workers and foremen, overtime hours and wage data for finance or HR.
- Record materials and equipment coming in, going out and used, and reconcile them with the site store.

What do you need to become a project administrator?
Project administration is not a licensed profession. Many vacancies mention senior high or vocational school up to a diploma or degree, good spreadsheet skills, accuracy with numbers and willingness to work on site; check the requirements in the ad you apply to. If you later move into a technical construction role, Article 70 of Law 2/2017 on construction services requires construction workers to hold a work competency certificate (SKK) earned through a test by a certification body.

Project administrator ads usually name the type of project (building, road, plant or mine), the site location, the reports to prepare, the software used and whether quarters are provided. How much does a project administrator earn in Indonesia?

Government Regulation 36/2021 as amended by GR 51/2023 bans pay below the minimum wage (Article 23(3)), and the minimum wage applies to workers with less than one year of service (Article 24(1)). What education leads to a project administrator job?
Common routes are vocational school (SMK) in business or construction, a diploma in administration or civil engineering, or a degree in civil engineering or management. The national competency standard for records (SKKNI Kearsipan, Manpower Ministerial Decree 39/2019) includes filing active records, which helps with project files, and tests are run by BNSP-licensed certification bodies. What are the BPJS rules for construction project workers?
Article 66 of Manpower Ministerial Regulation 5/2021 requires construction employers, or the contractor when the work is handed to one, to register workers for work-accident (JKK) and death (JKM) cover with BPJS Ketenagakerjaan. Article 67 requires the registration to list workers' names, numbers, addresses and unit wage rates within 14 working days of the work order. Article 68 requires changes of workers to be reported within 30 days.
What contracts and rights do project administrators have?
Many project administrators are on fixed-term contracts (PKWT) tied to completing the job. Article 9 of Government Regulation 35/2021 requires the contract to state when the work counts as finished; if the project ends early the PKWT ends by law, and if it is not finished the contract is extended with service counted from the start. Article 12 bans probation in a PKWT, and Article 15 requires compensation money when it ends.
Legal status: the Labour Protection Law was approved by the DPR and the Government on 6 October 2026 but has not been promulgated and its text is not public. Until it takes effect, the rules on this page apply.

What is it like to work as an admin at a mine site or remote project?
Admins at mine sites usually live in company quarters and work on rosters. Manpower Ministerial Decree 234/2003 lets energy and mineral resources companies in remote areas use work patterns with a two-to-one ratio of work to rest, at most 14 consecutive working days and at least five rest days with pay. These rules do not automatically apply to ordinary construction projects.

What is the career path for a project administrator?
Careful project administrators usually move up to senior admin or project administration coordinator, then into project control, cost control or contract administration. Civil engineering graduates often switch to technical roles such as cost estimator or quantity surveyor. Director General of Construction Decree 114/KPTS/Dk/2024 places Construction Cost Estimator at levels (jenjang) 5 and 6 and Junior Expert Quantity Surveyor (Ahli Muda) at level 7, and both need a work competency certificate. The interview is held in a hotel room, a private house or another closed place that is not an office, or the location keeps changing. An invitation to stay overnight, or any sexual demand, as a condition for being hired or for renewing a contract is also a warning sign.
What to do: Ask for the interview at the office or a public place, tell someone close to you where you are, and leave if you feel unsafe. Sexual demands can be reported to the police or the local manpower office (Disnaker). If you are in danger, call the police.

What to do: Ministry of Manpower Circular M/5/HK.04.00/V/2025 bars employers from requiring or holding original diplomas and personal documents as a guarantee for the job. Which job scams target project and mining administrators?
Watch out for project or mining vacancies on another island that ask for administration, medical check-up or training fees before you are hired. In June 2026 Liputan6 reported that a victim's family in North Lampung held a suspect who had promised mining work in Papua and asked for repeated transfers, then handed the suspect over to the Sungkai Selatan police. In August 2026 the East Jakarta manpower office also named medical check-up fees before an interview as a fake-job tactic.

What is the difference between a project administrator and an office administrator?
An office administrator works in an office and handles letters, files and data for one department or the whole company. A project administrator works on site and handles the paperwork of one project: progress reports, field worker attendance, materials, petty cash, subcontractors and billing files. The job ends or moves when the project finishes.
Does a project administrator need a construction competency certificate (SKK)?
It depends on the position. Article 70 of Law 2/2017 on construction services requires a work competency certificate (SKK) for construction workers, who under Article 68 hold operator, technician or analyst, or expert positions. Check whether your job title is on the list of schemes or job titles on the LPJK portal. Positions such as cost estimator and quantity surveyor are listed in Director General of Construction Decree 114/KPTS/Dk/2024 and need an SKK.
Do I have to pay for a medical check-up to work on site?
No. Under Article 8 of Law 1/1970, checking the health of workers it takes on is the employer's duty, and Energy and Mineral Resources Ministerial Decree 1827 K/30/MEM/2018 requires initial health checks of mine workers by a doctor the company appoints. In August 2026 the East Jakarta manpower office named demands to pay for a medical check-up at a recruiter's chosen clinic before the interview as a fake-job tactic.
How do rosters work at mine sites in Indonesia?
Manpower Ministerial Decree 234/2003 lets energy and mineral resources companies in remote areas choose work patterns with a two-to-one ratio of work to rest, at most 14 consecutive working days and at least five rest days with pay. Travel from the recognised home to the workplace that takes 24 hours or more counts as working time.
What happens to my contract if the project finishes early?
If you are on a fixed-term contract (PKWT) tied to completing a job, Article 9(3) of Government Regulation 35/2021 says the contract ends by law when the job is done, even earlier than planned. If the job is not finished, the contract is extended until it is, and your service still counts from the start. Article 15 requires compensation money when a PKWT ends for workers with at least one month of service.
